المستخلص: هدفت هذه الدراسة إلى التعرف على دور تكنولوجيا المعلومات والاتصال في تطوير العمليات الإدارية بالمؤسسة الوطنية المينائية لولاية سكيكدة. ولتحقيق هدف الدراسة تم تطوير استبانة لهذا الغرض مكونة من محورين هما: المتغيرات الشخصية ومدى مساهمة تكنولوجيا المعلومات والاتصال في تحسين العمليات الإدارية. ومن خلال الاستطلاع الميداني وتطبيق الأداة على أفراد العينة المكونة من 150 موظف باختلاف مستوياتهم الإدارية والتحليل باستخدام برنامج (SPSS V24) خلصت الدراسة إلى مدى مساهمة تكنولوجيا المعلومات والاتصال في تطوير عملية التخطيط، التنظيم، القيادة، والرقابة؛ فقد مكنت هذه الاستخدامات من إجراء تعديلات جوهرية على وظائف المؤسسة كجعل المعاملات روتينية ومبرمجة، إمكانية الجمع بين مزايا المركزية واللامركزية، توفير المعلومات الكافية، أداء مهام متعددة في وقت متزامن، غير أن النتائج الميدانية أوضحت وجود نقص في القادة المؤهلين لاستخدامات تكنولوجيا المعلومات والاتصال.

This study aimed to identify the role of information and communication technology in the development of the administrative operations of the national institution for the port of Skikda. In order to achieve the objective of the study the development of identification for this purpose, consisting of two axes: the personal variables and the extent of the contribution of information and communication technology in improving administrative processes. And through the field survey and the application of the tool on the sample of 150 employees in different levels and analysis using SPSS program (V24), the study concluded that to the extent of the contribution of information and communication technology in the development planning process, organize, leadership, and control; it has enabled these uses of fundamental adjustments to the functions of the enterprise such as making routine transactions and programmed, the possibility of combining the benefits of centralization and decentralization, the provision of adequate information, perform multiple tasks simultaneously, however, the results in the field indicated a lack of qualified leaders of the uses of information and communication technology.
