|a لقد مر العراق عبر السنوات المنصرمة بالعديد من الأزمات التي أثرت على اقتصاده وبنيته التحتية أيما تأثير، بل إن تأثيرها امتد أكثر من ذلك ليشمل النواحي الاجتماعية للأفراد ويمكن القول بأن من أكبر الأزمات التي مرت بالعراق هي الأزمة المالية التي حدثت بسبب انهيار أسعار النفط، إذ هبط سعر برميل النفط إلى (21) $ واحد وعشرين دولارا بعد أن كان (105) $ مئة وخمسة دولارات وأدت هذه الأزمة إلى توقفاً مشاريع الموازنة الاستثمارية إذ توقفت المشاريع المدرجة على الموازنة الاستثمارية توقف شبه كامل واقتصرت الموازنة التشغيلية على الرواتب وبعض النفقات التشغيلية والسبب في ذلك يعود لعدم وجود الموارد الإنتاجية البديلة التي تحل محل الإيرادات النفطية، إضافة إلى انعدام التخطيط الاستراتيجي ووضع الخطط لمواجهة الأزمات المالية لا سيما وأن هنالك علماً خاصاً هو علم إدارة الأزمات ومنها الأزمة المالية، ولذلك كانت الحلول التي وضعتها السلطة التنفيذية لمواجهة العجز في الموازنة الاستثمارية ومحاولة إكمال مشاريع الخطة الاستثمارية لا تعدو أن تكون حلولاً وقتية آنية دون إيجاد الحلول الحقيقية الجذرية والدائمة لحل الأزمة المالية من جذورها حتى أننا لم نطلع على إحصائيات رسمية تبين ما هو عدد المشاريع التي تم معالجتها على وفق هذه الحلول، وهل فعلا كانت حلول ناجحة لهذه المشاريع؟ لذا بقي الأمل معقودا حول تحسين أسعار النفط وارتفاعها إلى المستوى الذي يمكن من خلاله إيراد تخصيصات للموازنة الاستثمارية على الرغم من أن نسبة العجز في الموازنة بلغت 13% أي ما يقارب (23) ثلاثة وعشرون ترليون وهذا يعني أن المبلغ الذي خصص للموازنة الاستثمارية أحدث عجزا في الموازنة العامة للدولة لذلك تبقى الحاجة إلى حلول جذرية وحلول دائمة تأتي من خلال التخطيط الاستراتيجي ومن قبل المختصين في هذا المجال من أجل تجاوز الأزمات المالية المستقبلية ولاسيما أن أسعار النفط لا يأمن جانبها وقد تنهار في أية لحظة.
