المستخلص: يهدف هذا المقال التفكير في المقومات المالية والميزانياتية اللازمة في بناء النموذج التنموي الجديد لمكافحة مظاهر الهشاشة، من خلال بلورة إستراتيجية جديدة في تدبير الحكامة الديمقراطية قوامها: أولا: إعادة هيكلة وزارة الاقتصاد والمالية بصفتها دعامة أساسية لإصلاح باقي القطاعات الحكومية والمؤسسات. ثانيا: وضع البرمجة الميزانياتية الثلاثية 2019-2121 على أساس الصدقية ودعم اقتصاد التنمية والابتكار عبر تكريس مبادئ الميزانية المفتوحة والشفافة وأخيرا تجويد تطبيقاتها الفضلى والمفتوحة على المواطن في خدمة قضايا التنمية الشاملة والكرامة.

The purpose of this article is to reflect on the financial and budgetary foundations needed to build a new development model to fight against the phenomena of fragility through the development of a new democratic governance strategy, based in particular on three fundamental elements: the restructuring of the Ministry of Economy and Finance as a pillar of the reform of the rest of government departments and institutions, the preparation of the 2019-2021 triennial budget programming on the basis of sincerity forecasts and support for the knowledge economy and innovation in society, through the dissemination of open and transparent budget principles, and finally the improvement of good practice in open budget on the citizen in the service of the imperatives of global development and human dignity.

L’objectif de cet article est de réfléchir sur les fondements financiers et budgétaires nécessaires à l’édification d’un nouveau modèle de développement permettant la lutte contre les phénomènes de fragilité par le biais de l’élaboration d’une nouvelle stratégie de gouvernance démocratique fondée notamment sur trois éléments fondamentaux : la restructuration du ministère de l’Economie et des Finances en tant que pilier de la réforme du reste des départements et institutions gouvernementales ;l’élaboration de la programmation budgétaire triennale 2019-2021 sur la base de la sincérité des prévisions et du soutien apporté plus particulièrement à l’économie du savoir et de l’innovation dans la société, à travers la diffusion des principes du budget ouvert et transparent et enfin l’amélioration des bonnes pratiques du budget ouvert sur le citoyen au service des impératifs de développement global et de la dignité humaine.
