|a تقترح هذه الورقة أولا كشف عوامل الهشاشة في البلدان النامية، لا سيما تلك التي تعتبر ريعية. بعد ذلك، ثانيا عرض الحالة الخاصة للجزائر من خلال التأكيد على شراكتها مع دول الاتحاد الاوروبي في قطاع الطاقة من اجل إبراز كيف مكن لهذا القطاع وهذه الشراكة أن تزيد من إضعاف الاقتصاد الجزائري. الهدف هو إبراز أن الحكامة الاقتصادية القوية في هذا المجال قادرة على الحد من هشاشة هذا الاقتصاد.

|b This paper first proposes to expose the fragility factors of developing countries, especially those considered as rentier. Then, it will be a question of developing the particular case of Algeria by insisting on its partnership with the countries of the European Union in the energy sector where we will show how this sector and this partnership could further weaken the Algerian economy. The objective is to demonstrate that strong economic governance in this area is able to reduce the fragility of this economy.

|d Cette communication se propose d’abord d’exposer les facteurs de fragilité des pays en développement notamment ceux qui sont considérés comme rentiers. Ensuite, il sera question de développer le cas particulier de l’Algérie en insistant sur son partenariat avec les pays de l’Union Européenne dans le secteur énergétique où nous montrerons comment ce secteur et ce partenariat pourraient fragiliser davantage l’économie algérienne. L’objectif est de démontrer qu’une gouvernance économique forte dans ce domaine est à même de réduire la fragilité de cette économie.
