إن مؤشرات الوضع الراهن تشير إلي العديد من جوانب القصور في أداء المؤسسة الجامعية لوظيفة خدمة المجتمع منها :غيبة فلسفة واضحة لهذه الوظيفة تحدد معطيات ومقومات الممارسة الجامعية في أدائها، غيبة المعايير المقننة التي يمكن في ضوئها الحكم علي إنجازات المؤسسة الجامعية في هذا المجال وتقييم أداء المنوطين بأدائها، غلبة الطابع التطوعي على أداء هذه الوظيفة، وقلة ظهورها بفاعلية في تقويم أداء أعضاء هيئة التدريس، نقص المساحة المخصصة لها علي خريطة العمل الجامعي، ضعف التنسيق والاتصال المتبادل بين الوحدات المختلفة الداعمة لأداء هذه الوظيفة داخل الجامعة من جهة، وبين الجامعة والمجتمع بمؤسساته المختلفة من جهة أخري. ولهذا كانت الدعوة واجبة للعمل التخطيطي الجاد؛ لتفعيل أداء كليات التربية، وتحسين كيفيتها في مجال خدمة المجتمع وتنمية البيئة من خلال التخطيط الكيفي جنبا إلى جنب التخطيط الكمي؛ حيث نجد الواقع يشير إلى أن مؤسسات التعليم العالي والجامعي المصرية بوجه عام، وكليات التربية بوجه خاص تعاني من ندرة اتباعها للتخطيط الاستراتيجي لتطوير وإصلاح أوضاعها مما يؤثر سلبا على مدي تحقيقها لمعايير ضمان. الجودة والاعتماد التي تمكنها من الحصول على الاعتماد المؤسسي والأكاديمي من الجهات المسئولة.
