|a تعتبر فكرة أمننة الدولة المركزية وتأمين حدودها الوطنية ضد كل المخاطر التي تهدد بقائها واستمراريتها، أمر يشغل بال صناع القرار، حيث كان من أبرز هذه التهديدات "الهجرة غير الشرعية" التي عرفت تزايدا مستمرا وشكلت بعدا جديدا في العلاقات بين جانبي المتوسط خاصة وأنها قد عرفت تفاقما كبيرا تبعا للظروف غير المستقرة في دول أفريقيا جنوب الصحراء التي عرفت بكثرة نزاعاتها وحروبها أو فشلها في تسيير مؤسساتها مما أجبر هؤلاء الأشخاص على مغادرة بلدانهم متبعين في ذلك طرقا غير شرعية بحثا عن ملاذ آمن ومستقر، سواء في دول العبور أو حتى الدول المستقبلة، وبالتالي اعتبرت تهديدا لأمن المنطقة خاصة بعد أن تزايد حدة الخوف من المهاجرين غير الشرعيين بما يحملونه من فكر متطرف من شأنه التأثير على الأمن المجتمعي.

|b The idea of Securitization and the security of its national borders against all threats to its survival and continuity is a matter of concern to decision-makers. One of the most prominent of these threats is the illegal immigration, which has become increasingly prominent and has created a new dimension in relations between the two sides of the Mediterranean. Largely because of the unstable conditions in the countries of sub-Saharan Africa, which is known for the large number of conflicts and wars or failure in the management of their institutions, forcing these people to leave their countries following illegal ways in search of safe haven and stable, both in the transit countries or even the leftover countries, Rate threat to the security of the region, especially after the heightened fear of illegal immigrants as they carry from an extremist ideology that would influence the security community.
