مسالة الاستقواء بالخارج، أمنيا وعسكريا ليست محظورة جملة وتفصيلا، وليست جائزة جملة وتفصيلا، بل هي مسألة خاضعة لكثير من الشروط والضوابط الشرعية، قررها فقهاء الإسلام، في كتبهم ومصنفاتهم العلمية النفيسة، من أهمها وأبرزها تحقيق المصلحة للمسلمين ودرء المفسدة عنهم، وأن يؤمن جانب المستقوى بهم، وأمن غدرهم وخيانتهم، وألا يستقوى بغير المسلمين على المسلمين، وإن كانوا بغاة أو على غير مذهبنا، ما داموا في دائرة الإسلام، هذه الضوابط والشروط وغيرها، بالضرورة العودة إليها والسعي لالتزامها، لأنها شروط قابلة للتطبيق والتنفيذ، وفيها حماية لأمن الأمة وإرادتها، وضمان لسلامتها وسيادتها، وفيها حل لكثير من مشكلاتها الاقتصادية والعلمية والأمنية والعسكرية، وغيرها من المشكلات التي تتفاقم يوما عن يوم في عصرنا، وتقف بعض القوى والتيارات بل والشعوب المسلمة عاجزة عن حلها، أو التخفيف منها، فيما سبق الإسلام إلى حل هذه المعضلات السياسية والعسكرية قبل قرون من الزمان، أولى بأمتنا اليوم العودة إلى هذه الثروة العلمية الكبيرة والكريمة، والاستفادة منها في حلحلة كثير من مشكلاتها السياسية العسكرية والأمنية.
The issue of bullying by abroad, in security and militarily is not prohibited altogether, and not altogether allowed, it is a matter subject to many conditions and legitimate controls that are decided upon by the scholars of Islam, in their books and precious scientific works. The most important and most notable one is the best interest of the Muslims and ward off evil from them, and to secure in the part of those requested for protection, and the security of their treachery and betrayal, and weighing non-Muslims against Muslims, though they were aggressors or are not of our view, as long as they are within the circle of Islam. These controls and conditions and others are necessarily returned to and pursuing its commitment, because they are a viable and achievable conditions, and have the protection of the security of the nation and its will, and ensuring its integrity and sovereignty, and the solution to many of the economic, scientific, military and security problems, and other problems that worsen day by day in our time. Some currents, but the Muslim peoples stand unable to solve them or mitigate them. Islam solved this political and military dilemmas before centuries ago. Our nation in prior go back to those great and precious scientific wealth, and use them in resolving many of the military, security and political problems.
