المستخلص: إن النجاح في المنافسة وتحقيق الرفاهية وزيادة الدخل يحتاج إلى تعظيم القدرة على إنتاج والخدمات بأفضل جودة ممكنة وبأقل سعر ممكن، ولذلك أصبح التعليم العالي وتدريب الكوادر البشرية وتأهيلها يحتل موقعا استراتيجيا باعتباره الوسيلة الأساسية لتحقيق تحسن الأداء الاقتصادي وتحسين مستويات المعيشة.
وانطلاقا من ذلك يعتبر التعليم العالي في الجزائر، القوة التي لا تستطيع الدولة بدونها أن تحقق التنمية والتفوق في المنافسة الاقتصادية الدولية. وأنه بدون نظام تعليم عالي متطور ومتجدد يركز على الإبداع والجودة، لا يمكنها أن تحقق أهدافها التنموية.


Dans le système d'enseignement supérieur (ES), La qualité occupe une préoccupation majeure dans tous les pays et leurs établissements d’enseignement qui accordent des diplômes et des grades scientifiques, visant à garantir aux diplômés un apport de savoir et de compétences. La sensibilisation et la réflexion portant sur cette question s’est diffusée en Algérie par le biais de colloques internationaux et de textes de référence préconisant l'introduction inévitable du système de la qualité dans tous et ce depuis universités algériennes
les établissements universitaires algériens l’application du système LMD en 2000/2010 favorisant une philosophie de l’évaluation continue, de la qualité et de la mobilité.

Success in competition and achieving luxury and increasing income needs to maximize the ability to produce and services at the best possible quality and the lowest possible price. Therefore, higher education and training and qualification of human cadres have become a strategic position as the primary means of achieving improved economic performance and improving living standards.
With this in mind, higher education in Algeria is a force without which the country cannot achieve development and excel in international economic competition. And without a sophisticated and modern higher education system focused on creativity and quality, it cannot achieve its development goals.
