|a مع ديناميكية العولمة الاتصالية- المعلوماتية- الإعلامية، بدأت عملية الانتقال الصعبة والمشوقة من التعليم الورقي الكلاسيكي إلى التعليم الإلكتروني مما يقتضي التعرف على خصائصها ومستلزماتها. ففي ظل هذه الديناميكية تتجه مؤسسات التربية والتعليم إلى بناء نماذج غير مألوفة في المجتمعات الصناعية من حيث الهيكلة والتنظيم والإدارة والتمويل والتسويق والتسيير والتدريس، فنحن بصدد بداية نهاية الجامعة التقليدية بمدرجها الخرساني وقاعات دروسها المغلقة وأساتذتها الآدميين لحما وعظما، وتخصصاتها المجزأة المغلقة على نفسها، وإداراتها المنكفئة على وطنياتها الضيقة، وماليتها الحكومية الوحيدة المصدر، ومقرراتها ومناهجها غير التفاعلية، المقتصرة على الأسانيد المكتوبة وبعض الأجهزة الإيضاحية التقليدية البسيطة كالسبورة والطلاسة والطبشور...الخ. لهذا ستحاول هذه الورقة العلمية أن تقف عند خصائص هذا النمط من التعليم وتداعياته، وكذا التعرف على مستلزماته العلمية في ظل انتقال المجتمع العربي من التعليم الورقي إلى التعليم الإلكتروني.

|b With the dynamics of the communicative and informatics globalization, the difficult and interesting process of transition from the classic paper education to e-learning began requiring the identification of characteristics and requirements. In the light of this dynamics the education institutions tend to build unfamiliar models is the industrialized societies in terms of restructuring and management and administration, finance, marketing, management and teaching, we are in the process of the beginning of the end of the traditional university with the concrete amphitheatre and the closed classrooms and human professors of flesh and bone, and the fragmented and closed on itself specialties , and the narrow and restricted administration, depending on the government finances as only source, and its dissociated curriculum , limited to the written supports and some of the traditional explanatory simple devices such as the Blackboard and chalk ... etc We will try in this academic paper to shed the light on the characteristics of this type of education and its consequences, to identify the scientific implications as well as its requirements in light of the Arab community transition from the paperwork education to e-learning
