المستخلص: The reflection on free healthcare in Algeria, remains relevant in this new context of oil decline prices, even if the state proclaims that some sectors such as health will not be affected by the program of rationalization of public spending. The challenge of contractualization and the financing of heavy care, place the decision-makers in a complex situation, because the sector as it is conceived in Algeria undergoes a lot of social-economic repercussions. Our article aims to demonstrate the importance of the information system in health sector as it has been set up in many countries around the world, the aim of which is to bring about some changes and achieve greater effectiveness in public expenditure management. We analyze through the Synthetic Activity Index (SAI) the average cost for expenditures in three Hospital at the Wilaya of Tlemcen. The results of the cost calculations in the three institutions have allowed us to see some cost anomalies in some hospital departments and confirm the need to apply an adequate information system with the social model of subsidies in Algeria.

La réflexion sur la gratuité des soins en Algérie, reste d’actualité dans ce nouveau contexte de baisse des prix du baril, même si l’Etat proclame que certains secteurs comme la santé ne seront pas touchés par le programme de rationalisation des dépenses publiques. Le problème de la contractualisation et le financement des soins lourds, placent les décideurs devant un grand défi organisationnel et managérial, car le secteur tel qu’il est conçu en Algérie subit beaucoup de répercutions sociaux- économiques, Notre article vise à mettre la lumière sur l’importance du système d’information de santé tel qu’il a été mis en place dans beaucoup de pays au monde, dont l’objectif est d’apporter quelques changements et atteindre une meilleure efficacité dans la gestion des dépenses publiques relatif à la santé. Nous analysons à travers l’indice synthétique d’activité (ISA) le coût moyen pour les dépenses dans trois hôpitaux au niveau de la wilaya de Tlemcen. Les résultats des calculs de coûts dans les trois établissements nous ont permis de voir des anomalies sur les coûts dans certains services des hôpitaux et confirment la nécessité d’appliquer un système d’information adéquat avec le modèle social de subventions en Algérie.
