|b The idea of consolidating institutional quality and development through ICT continues to fuel controversy. Despite the current context of intensive use of information in many activities, the contribution of ICTs to developing countries is still disputed. Compared to these countries, these tools are considered by their detractors as an unproductive luxury with regard to traditional development priorities. However, this article aims to point out the weaknesses of this consideration. This is why we have tried to highlight the potential of ICT integration in governance, all through the reality and the stakes of this integration in Algeria.

|d L’idée de consolider la qualité institutionnelle et le développement par les TIC continue d’alimenter des controverses. En dépit du contexte actuel marqué par l’utilisation intensive de l’information dans de nombreuses activités, l’apport des TIC dans le développement des PED reste encore contesté. Par rapport à ces pays, ces outils sont considérés par leurs détracteurs comme un luxe improductif au regard des priorités classiques de développement. Cet article vise cependant à en relever les faiblesses de cette considération. C’est la raison pour laquelle nous avons essayé de mettre en valeur le potentiel de l’intégration des TIC dans la gouvernance, tous en passant par la réalité et les enjeux de cette intégration en Algérie.
