المستخلص: E-government in Algeria must include administrative roles and activities and must be based on information and communication technologies. E-government is based on four areas of governance and public administration: economic and social programs, state relations with the citizen, its internal processes and international relations. Four features of e-government that have continuous results on the Algerian public administration: a service for the citizen, information as information, as a public resource, new competencies, labour relations and models of responsibility and management. The challenges of e-government in developing countries such as Algeria are becoming more important and require the search for new solutions and horizons.

الحكومة الإلكترونية في الجزائر يجب أن تشمل أدوار ونشاطات إدارية، كما يجب أن ترتكز على تكنولوجيات الإعلام والاتصال. إن الحكومة الإلكترونية ترتكز على أربع ميادين للحوكمة، وللإدارة العامة: البرامج الاقتصادية والاجتماعية الدولة العلاقات مع المواطن، عمالياتها الداخلية والعلاقات مع المحيط الدولي. أربع خصائص للحكومة الإلكترونية لها نتائج مستمرة على الإدارة العامة الجزائرية: خدمة موجهة للمواطن، المعلومة كمعلومة، كمورد عام، كفاءات جديدة، علاقات العمل ونماذج المسؤولية والتسيير. إن تحديات الحكومة الإلكترونية في الدول النامية كالجزائر، باتت أكثر أهمية. وتتطلب البحث عن حلول وأفاق جديدة.

Le gouvernement électronique (e-gouvernement) en Algérie doit englober un ensemble des rôles et des activités de l’administration et il doit aussi se reposer sur les technologies de l’information et de la communication (TIC).Le gouvernement électronique, s’appuis sur les quatre domaines de la gouvernance et de l’administration publique : les programmes économiques et sociaux de l’État, ses relations avec le citoyen, ses opérations internes et ses relations avec l’environnement international. Quatre aspects de l’e-gouvernement ont des conséquences durables sur l’administration publique algérienne: un service axé sur le citoyen, l’information en tant que ressource publique, des nouvelles compétences, des relations de travail et des modèles de responsabilité et de gestion. Les enjeux de l’e-gouvernement sont encore plus importants dans les pays en développement, t’elle que l’Algérie et demande la recherche de nouvelles solutions et perspectives.
