520 |a ويتلخص موضوع البحث في طرق التدريس وكيفية تطويرها للنهوض بجودة التعليم العالي، الذي يعد المحرك الأساسي في عملية التنمية بجميع أبعادها الاقتصادية والاجتماعية الثقافية، وشرطا من شروط التنمية الإنسانية وعاملا فعالا في تطوير القدرات الذاتية. إن مستقبل الدول في المدى القريب والبعيد يتوقف على التعليم العالي باعتباره السبيل إلى إعداد القوى البشرية المتخصصة وإعداد الباحثين والقادة في مجالات العمل والإنتاج. إن تطوير التعليم الموسيقى يمثل قضية مستقبلية في ظل التقدم السريع في تكنولوجيا الاتصالات والمعلومات والتي تدخلت في طرق التدريس والتعليم وغرس أسس التفكير العلمي والمهارات الموسيقية الابتكارية ليكون ذلك مدخلا يبنى على أساسه نظام تعليمي يتميز بالجودة العالية. إن الجودة في التدريس تعنى الابتعاد عن أسلوب التلقين والانتقال من التنافس إلى التعاون والتركيز على التربية بوصفها عملية، والمعلم هو القوة الحقيقية للجودة في حجرة الدراسة، والتحول من التركيز والاهتمام بالكم إلى التركيز والاهتمام بالكيف، وتهدف الجودة الشاملة في التربية الموسيقية إلى: • استخدام أساليب متنوعة في التدريس والتدريب على إتقان العمل وحسن إدارته. • تنمية روح العمل الجماعي التعاوني. • دراسة المشكلات وتحليلها بالأساليب والطرق العلمية واقتراح الحلول المناسبة ومتابعة تنفيذها وتعزيز الإيجابيات وتلافى السلبيات. 
520 |b Educational arena is witnessing a significant and qualitative rapid development in the field of higher education, where an increasing number of higher education institutions and a variety of programs and disciplines involved in, and developed techniques and patterns of education. The university education the prime mover in the development of all economic, social and cultural dimensions of the process, and the condition of the human development conditions and effective factor in the development of self capacities of individuals in addition to being the main source of social well-being sought by rights, but that the future of nations is decided mainly in the halls of higher education institutions. (Hassan Abdullah Bashiwh 2009, p. 15) The future of the countries in the near and long term depends on higher education as a way to prepare specialized manpower and prepare researchers and leaders in the fields of work and production, and the suffering of university education today in. most Arab countries of the obstacles is the growing number of enrollments by students, and the lack of funding, and the low the quality of the curriculum and teaching methods, and management style. (Ibrahim Daoud Daoud, 2008, p. 4) The development of music education represents a future issue in the light of rapid advances in information and communication technology, which intervened in the ways of teaching, and learning and to instill the foundations of scientific thinking skills and innovative music to be a gateway built on the basis of an educational system that is characterized by highquality. (Fatima Bahnasawi, p. 965) Recognizing the importance of quality and the adoption of the education issue, it is necessary to emphasize attention to perfecting programs and raise the level of music education qualitative and develop a national strategy in accordance with the internal requirements of educational institutions and the dissemination of quality and improve the capacity and training of cadres based on the use of quality mechanisms culture, setting academic standards for each program and the criteria for each course within the program to improve the educational product "student teacher" to win the trust of the community quality. (Ahmed Saeed 0.2009 p. 917) The quality of teaching means to move away from memorization and the transition from competition to cooperation and a focus on education as a process method, and to learn to learn and not just try completing the curriculum, and means that the student is an element or a juvenile detention center in the classroom, the teacher is the real strength of the quality in the classroom The study, and the shift of focus and attention to the quantity and focus attention Eev. (Willen, 1998, p97) Research problem: The researcher access to many of the previous studies in the field of the overall quality of higher education and with regard to the ways of teaching music education, and found that despite existing efforts on quality management in the improvement of the above methods of teaching, but it is the improvement has been slow and achieve quality objectives as a result of follow statistical methods traditional calendar does not accurately stands for deficiencies or problems in the current teaching methods, hence the following research questions have emerged: • Can a strategy to improve teaching methods in the decisions of music education mode? • extent of benefit from this strategy for improving the course objectives and increase the quality of the educational process? Research Goals: •Recognize the importance of raising the overall quality of the educational process and the quality of programs and educational outcomes in music education level. •Provide a proposed strategy for the development of teaching methods as input to improve student achievement target in Music Education. Research Importance: •Take advantage of the proposed strategy for teaching methods in order to improve student in the Department of Music Education results. •Seeking to provide contemporary models can be used to improve educational outcomes. •Contribute to the development of a new strategy to improve the educational process and outputs. Results and recommendations: 1-Increase awareness of the importance of educational technology in the specialized colleges and clarify its role in the educational process. 2-Increased attention to the requirements of the university community. 3-Attention to the educational environment within the university and methods of communication and connection. 4-Give students and faculty the opportunity, to participate in important decisions. 5-Work on development of special teachers of music education and heads of departments and administrative departments training programs. 6-Studies on the overall quality and its importance in improving the methods of teaching music education using innovative methods and sophisticated tools. 7-Increase awareness of the importance of teaching music education skills. 8-Take into account the introduction of modem technologies in teaching music education, which is one of the most prominent and explained the educational modernization in higher education attributes 9-Spreading a culture of total quality and the tools and technology concept. 10.Benefit from the experiences of countries in the world to build their models and curricula, programs and strategies in light of the concept of total quality management.
