|a Since the rise of the organized human thinking, the political theory had paid attention to the concepts of governing and leadership, which occupied great deal of attention within the philosophical frames of the Greek thought. It became more balanced and more specialized as it was dealing with the concept of the human group, which lived in certain land (city- polis), in addition it became neatest to hypothesizing and rooting in the field of the concepts and devices relating the thought and political practices. The political hypothesizing frame was entirely based on the principles of the philosophical thought methods where it dealt with the political virtue values and the statesman aroused from an ethical philosophical vision. Political theory at that time, represented standard and guiding concepts, classified as political values such as justice, freedom, equality and tolerance. In the modernism era, the political theory is directed to the political thought seeking for more reality and obviousness to avoid the speculative philosophy or the pure ethic. Calling for studying objective political developments had reached its climax in the twentieth century when the theorists demanded to submit the political study and research methods to the pure experimental scientific methods. This resulted in the appearance of new terms and concepts in the field of the political theory such as power, authority, uniformity and voting as neutral rather concepts, than standard, out of the quantitative significance. This was associated with the rise of the logical positive school that opposite philosophy. These developments resulted in the rise of behaviorism, in the twentieth century in the field of experimental psychology. It had affected all fields including the political studies where it established the scientific trends in the theoretical dealing with the political phenomena, defeating the classical political theory which could not present the data that could be subjected to a methodology accepted by the modem scientific reason.

|a The researcher interest in the political theory and its problem with the American behaviorism resulted from the importance of adopting a contemporary and defined concept of the political theorizing amongst the different political, religious, social and economic concepts, doctrines and ideologies. Hence, political, as a theoretical thought and a practical practice, faced so many problems relating its real and actual structures. These problems, as well as the different points of view, resulted in a rupture in the relations between the moral and political action, on one hand, and the scientific recognizing of the political phenomena. The last occupied the highest rank on the contemporary political studies, yet the political doctrinal and value method would be effective and efficient in directing the political movement, in general, and in the political studies in particular, on the level of analyzing the role of the environment conditions (values and traditions) in designing the political life types and formulating its activities, and on the level of recognizing how to form a relation between the phenomena studied by a scientific method and understanding the moral and value motive of human kind. The study throws light on four important topics:- the political theory, Leo Strauss and his effect on reviving the philosophical political theory, the effect of practical behaviorism on politics and the effect of David Easton on it. So the study includes three chapters. The first chapter exhibits the term of political theory; its conceptual frames, definitions, methodology, its specializing scopes and its types according to the intellectual and scientific status as an important cognitive field by studying its historical bases. In the second chapter, the researcher attempts to analyze the concept of the philosophical political theory, its establishment elements and its activity scientific and logical devices, referring to the role of ethics and values as an important basic role. The second topic of the political theory had been studied in the third chapter. It is philosophical political theory that had resulted from the theories and methods of the American behaviorism in politics. This chapter deals with the concept of philosophical Political theory by defining the concepts of science and scientific studies, rationalism and relativism role in establishing the scientific theory, and the scientific trend concept in the Social and human studies where it had an important role in changing these studies into methodological sciences. Then we attempt to had an approach to the scientific methodology within the limits of the political theorizing and how the concept of the political science had been established. This leads us to study, in details, the characteristics of the scientific political theory in particular where following the experimental method in its cognitive system was the most distinguished characteristics.
