المستخلص: إن من أهم الأمور التي يجب إعادة النظر فيها حاليا هي أمور التعليم عامة والتعليم الجامعي بخاصة حيث نجد أن بقاء المجتمع يعتمد اعتمادا كليا على الجامعات ومخرجاتها، ولأن التعليم الجامعي يعني الأبحاث العلمية فالجامعة مطالبة بمواكبة التغيرات والتحولات الحاصلة بحكم موقعها ومكانتها المؤسسية في المجتمع، ومن التساؤلات التي تعد بدائل مستقبلية للتعليم الجامعي، هو كيفية دفع المجتمعات للسير على الطريق الصحيح والسريع للتصنيع وما يتصل به من تقدم علمي وتطور تكنولوجي، سريع عالمي. وما هي الإجراءات المستقبلية للتعليم الجامعي ليسهم في التنمية الاقتصادية وترسيخها وتأصيلها، وما دوره في تنمية القيمة الاقتصادية والقيم الاجتماعية مع تعزيز الذاتية فان التعليم اليوم في الجزائر يستدعي تدعيم النظرة الاقتصادية والاجتماعية لأنه استثمار حقيقي له عائد اجتماعي شانه في ذلك شان القطاعات الإنتاجية الأخرى ذلك أن الدولة بحاجة إلى نظام اقتصادي كفء يتماشى وفق لمتطلبات بيئة تعليمية جامعية إيجابية، راقية تتماشى مع ضرورات التحول الاجتماعي والاقتصادي من خلال إعادة ومراجعة سياستها المالية والاقتصادية فضلا عن توجيه مواردها إلى الاستثمارات المربحة اجتماعيا لأنه أصبح شكلا من أشكال الاستثمار البشري والذي يحقق عوائد اقتصادية واجتماعية تساهم في تكوين الثروة المقبلة للدولة عن طريق زيادة القدرة الإنتاجية لمواردها البشرية.

The most important matters which we must review it nowadays are the education matters in pubic and the university education particularly. we have found the rest of the community is totally rely on the universities and its outputs and as a result of the university education means the scientific researches so the university claims to convey the changes and the conversion happening from its institutional place and its site in the community. From the inquiries as a future substitutes in the university education (How to push the communities walking on the right and quick way for manufacturing and is connected it with a scientific improvement and a technological development, a worldwide quick. And what are the future procedures for the university education to subscribe in the economics development, stabilizing it and rooting it and what is its role in developing the economics value and the social values with enhance the identity as the education nowadays in Algeria brings reinforcement the social and economics theory in despite of it is a real investment has a social yields as with the same importance as the other productive sectors. Because of the country needs to an effective economics system walking upon a developed positive university educational environment is in line with the economics & the social metamorphoses through repeat and liaison its economical and financial policy furthermore orientation its resources to the social profitability investment because it becomes form from the forms of the human investment and which it achieve to a social and economics deposits that contribute in constructing the next wealth for the country by increasing the productivity ability for the human resources
