This study is considered an attempt to have a link between the Arabic language and its influence in the field of human development in the countries where Arabic language is used in that development. This matter is easy for the nations moving in the procession of human development; for it has been proved academically and practically and in view of the findings of the international organizations and others, that the countries having clear progress in human development uses their native language in teaching all the stages at schools. As for the nations, which have no progress in human development, they don’t use their native language in teaching at school. This study is an attempt to make standard Arabic a language of life, promotion and civilization by showing the particular of the Arabic language, which might help in the progress of its speakers and their development. For this reason, and according to the developmental point of view, this study defines the linguistic policies as the final outcome of the efforts exerted by the linguistic planner, which evaluate and assess, and authorize the linguistic scene by using the legislative authority. By using this authority, a progress and development is seen in the linguistic scene, which leads to high degrees of human development, and the government is committed to fulfill the items according to a specific timetable. Human development is seen as the result of an alert will, which is fully conscious of what is going around it, its past and its future. This will is to be training and being trained in a liberal society ruled by an independent and willing authority, one having genuine democracy not copied ; its democracy stems from the roots of that society, and it should have a developmental ideology which both planning and fulfilling at the same time. The society of knowledge should have an access point to sources and information and its trading, generalization and expressing ideas and creativity. According to the outcomes of the linguistic policies, the access point is the language; the human development experts and sociolinguists notice that once the language is unified, strong, and committed to the procedures of linguistic planning, and the linguistic policies are in line with the requirements of human development, the process of thinking and creativity will be easy and simple, and the process of transferring information faster and better. The conclusion of this study is that according to the procedures of linguistic planning, development is the end of the unified linguistic instrument, and the end of this development is Man himself.
