يغلبُ على هذهِ الدراسةِ بعدانِ أساسيانِ هما (تنمية اللُّغةِ) و (لغةُ التنميةِ)؛ لأننا لا يمكنُ أنْ نتصورَ تحقيقَ التنميةِ البشريةِ الشاملةِ دون اللجوء إِلى التنميةِ اللغويةِ الشاملةِ ومن ضمن مباحث وإجراءاتِ التنميةِ اللغويةِ التطرقُ للسياساتِ اللغويةِ، والتخطيطِ اللغويِّ اللذينِ تنضوي تحتهما التدابيرُ اللازمةُ لعلاجِ التعددِ اللغويِّ وترشيدِ الازدواجية اللغويةِ، واختيار اللُّغة الملائمة للتربية، والتعليمِ والأعلام داخل الوطنِ حتى تكون هذه اللُّغةُ أداةً مُثلى ورئيسةً لإنتاجِ المعرفةِ وتَرويجها، ووسيلةً للتنميةِ وأداتها، ولا سيما في عالم (مجتمع المعرفة(، ولا تنظرُ هذه الدراسةُ إِلى تنميةِ اللُّغةِ العربيةِ بوصفها عمليةً لفظيةً خالصةً، وإنما تنظرُ إِليها بوصفها جُزءاً رئيسياً وأساسياً من التنميةِ البشريةِ الشاملةِ، الهادفةِ إِلى توسيعِ مَداركِ الإِنسانِ، ومعارفهِ، وقدراتهِ، وترقيةِ صحتهِ؛ ليعيشَ عمراً مديداً طيباً، مع زيادةِ دخلهِ لتحسينَ ظروفِ عيشهِ وحياتهِ عامة .
