المستخلص: يواجه البحث العلمي بالمغرب صعوبات ومعوقات ومشاكل أثرت سلبا على مردوده، ورغم المحاولات المتكررة لتطويره، إلا أن الأزمة مازالت مستمرة، ويستمر معها الإنفاق العشوائي، كالإنفاق الموجه للمخابر ووحدات وفرق البحث دون أية نتائج تعود على التنمية، بل يستفيد منها بضعة باحثين فقط، ويقتصر دورها على إجراء بعض الدراسات البسيطة، وعلى التظاهرات العلمية وإصدار المجلات كأقصى حد. وملامح ضعف البحث العلمي كثيرة ومتعددة تمس كل الجوانب المتعلقة به.
وتقع على عاتق المملكة المغربية مسئولية كبيرة في القيام بما عليها تجاه دعم الجامعات وتطوير البحث العلمي فيها، كما تتحمل إدارة الجامعات الكثير من الأعباء للمساهمة في تحقيق غاياتها وإنجاح مهامها وبخاصة البحث العلمي، وذلك يتطلب رؤية واضحة وأنظمة فاعلة، كما يقع عليها مسئولية إيجاد الحلول للمعوقات التي تواجه الباحثين في الجامعات، وتذليل الصعوبات أمام الأستاذ الجامعي وهو العنصر الرئيس الذي يحقق أهداف الجامعة- للقيام بالأبحاث والدراسات التي تسهم في ازدهار العلم وحل المشكلات التي تواجه تقدم المجتمع.
وتكمن مشكلة البحث في أهمية الارتقاء بالبحث العلمي فإن واقعها بالمجتمعات العربية يمر من أزمة تحول دون تحقيقه للوظيفة المنوطة به التعرف على مشكلات البحث العلمي من وجهة نظر عينة من أساتذة الجامعة بالمملكة المغربية.
ويهدف البحث إلى التعرف على مستوى المشكلات الموجودة في البحث العلمي بجامعات المملكة المغربية بهدف تطوير وتحسين قطاع البحث العلمي، فأول خطوة في التحسين والتطوير هو دراسة الواقع الحالي، دراسة عميقة ودقيقة وموضوعية.
ومن أهم نتائج الدراسة وجود درجة مرتفعة من مشكلات البحث العلمي بالجامعات المغربية.
وتعكس النتائج التي تم التوصل إليها البحث ضرورة الانطلاق لتصحيح الوضع، وخاصة أن المشكلات المدروسة حققت إجماعا بين الأساتذة على اختلاف درجاتهم العلمية وخبرتهم. ومن المهم هنا إذا أردنا تطوير البحث العلمي وتحسين جودته الإشارة إلى الآليات التي تساهم في تجويد البحث العلمي وهي التركيز على الباحث العربي والمؤسسة البحثية. التركيز على التمويل أو الإنفاق لضمان جودة البحث العلمي. التركيز على الاستقرار السياسي للدول العربية.
وتقترح الدراسة العمل على حل ومعالجة مختلف المشكلات مهما كان نوعها التي تعيق مسار البحث العلمي، واستغلال وحدات البحث في تشخيص واقع البحث العلمي وتحديد مشكلاتها، وفي وضع الإجراءات للنهوض بالبحث العلمي، وإعادة النظر في وحدات ومخابر البحث، وفرق البحث، وإجراء دراسة معمقة لنتائج نشاطاتها وفائدتها، وإعطاء الأولوية في تطوير البحث العلمي، للباحث، ولإمكانيات البحث ومناخه، وللإنفاق، والتحفيز على البحث، وإعادة النظر في منح تحسين المستوى بالخارج، إعطاء المنح للمشاركة في التظاهرات والمبادرات العلمية ذات الأهمية.


Scientific research in Morocco is facing difficulties, obstacles, and problems that have adversely affected its reform. Despite repeated attempts to develop it, the crisis continues and, with it, continues random spending, such as spending directed at the lab, research units, and teams, without any results on the development. It benefits only a few researchers, and its role is limited to conducting simple studies, scientific events, and publishing journals as maximum. The vulnerability of the profile of scientific research is due to many and numerous reasons that affect its whole aspects.
The Kingdom of Morocco has a great responsibility towards doing its part in supporting universities and developing scientific research in them. The administration of universities also bears a lot of responsibility to contribute towards achieving university objectives and success of their missions, especially scientific research. This requires a clear vision and effective systems. The university administration is also responsible for finding solutions to the obstacles faced by researchers at universities, and overcoming the difficulties faced by the university professor, who is the main element that achieves the objectives of a university towards carrying out research and scientific studies that contribute to the prosperity of science and solving problems faced by the progress of society.
The problem of research lies in the importance of advancing scientific research, which is going through a crisis in Arab societies that prevents it from achieving the job assigned to it. The research problem also lies in identifying the problems of scientific research from the point of view university professors in the Kingdom of Morocco.
The research aims to identify the level of problems in scientific research in universities of the Kingdom of Morocco to develop and improve the scientific research sector. The first step towards improvement and development is carrying out an in-depth, accurate, and objective study of the current reality.
The study results pointed out that scientific research problems in Moroccan universities are very high.
The findings of the research reflect the need to begin to correct the situation, especially since the problems studied achieved a consensus among professors who possessed varying degrees of scientific and experience levels. It is essential here if we want to develop scientific research and improve its quality, to refer to the mechanisms that contribute to the improvement of scientific research, i.e., to focus on the Arab researcher and the research institution, on funding or spending to ensure the quality of scientific research and on the political stability of Arab countries.
The study suggests working to solve and address various problems of any kind that hinder the course of scientific research and exploiting research units in diagnosing the reality of scientific research, identifying its problems, developing procedures to promote scientific research, reconsidering the research units and laboratories, research groups, conducting an in-depth study of the results of their activities and their usefulness, giving priority to the development of scientific research, the researcher, the possibilities of research and its climate, providing funds and incentives on research, reviewing to upgrade the grants for abroad, and giving grants to participate in important scientific events and initiatives.
