المستخلص: قام التنظيم الإداري في تونس على النموذج المركزي المقتبس من التجربة الاستعمارية والذي كان من بين أهدافه دعم هياكل المراقبة للمجالات الترابية وللسكان. وقد تم التشكيك في هذا التنظيم الترابي ومراجعته أثر تبني دستور 2014 الذي أرسى تصميما جديدا للأقلمة بهدف إنشاء مزيد من العدالة بين مكونات التراب الوطني. فالمستوى الإقليمي أصبح يمثل أعلى السلم الإداري تليه الولاية. ولا شك أن هذه التجربة ستفتح الطريق أمام حوكمة ترابية جديدة تهدف إلى تقليص الاختلالات بين الأقاليم وتسمح للجماعات الترابية بالتصرف مباشرة في مجالاتها الترابية.

Tunisian administrative organization whose objective, inter alia, to reinforce the structures of territorial and demographic control was based on a centralized model which is overwhelmingly inspired by the colonial experience. This administrative organization was questioned and modified in the wake of the adoption of the new Constitution of 2014 which established a new conception of regionalization which aims to realize more regional equity. Thus, the regional entity has henceforth become the first level of administrative hierarchy, above the governorate. This experience inaugurates new territorial governance liable to reduce the imbalance between regions and allow territorial communities to manage directly their respective territories.

L’organisation administrative de l’espace tunisien dont l’un des objectifs était de renforcer les structures du contrôle du territoire et des populations, reposait sur un modèle centralisé, largement inspiré de l’expérience vécue lors de la période coloniale. Cette organisation a été remise en cause et modifiée suite à l'adoption de la nouvelle constitution de 2014 qui a établi une nouvelle conception de la régionalisation reposant sur le principe de l'équité. La maille régionale devient désormais le premier niveau de la hiérarchie administrative, au dessus du gouvernorat. Ce changement ouvre la voie à une nouvelle gouvernance territoriale vouée à réduire les déséquilibres entre les régions et de permettre aux collectivités de gérer directement leurs territoires.
