المستخلص: The subject of the study is that the EU represents a distinct form as one of the clusters and mergers in general. Where this union grew up and went through many stages until it reached the form it is currently, and became a unique form and distinctive between the federations. It is not a federation as in the United States model. It applies to the Federal Union. It is not just an organization among a group of countries in something, just like in the African Union. It is a unique political union in its characteristics and its origin. The most important organizations in the international arena and the most influential in most of the pressing issues on the scene. But this does not mean that it does not face the difficulties and obstacles to achieving its objectives. It is a union of several countries with many ties and interests that may be sometimes shared and sometimes contradictory, which may certainly affect the policies and strength of the Union. The study aims at monitoring, analyzing, interpreting and explaining the shape of the European Union and analyzing the international system and its developments, which led to the acceleration of the establishment of economic organizations, including the European Union. It also analyzed the historical development of the federal idea of these European countries from 1955 until the beginning of the European Union.
