المستخلص: هدفت هذه الدراسة إلى اقتراح استراتيجية إدارية لتطبيق معايير التميز حسب معايير بالدريج في مؤسسات التعليم العالي في الكويت. تكون مجتمع الدراسة من جميع أعضاء هيئة التدريس في مؤسسات التعليم العالي الكويتية، البالغ عددهم (2863) عضوا، وتم اختيار عينة منهم بالطريقة القصدية بلغ عددها (320) عضو هيئة تدريس. ولتحقيق هدف الدراسة استخدمت الاستبانة لجمع بيانات مجالات الاستراتيجية المقترحة، التي تم تطويرها في ضوء الاطلاع على الأدب النظري المتعلق بموضوع الدراسة، وتم التحقق من صدق الأداة وثباتها، وحللت البيانات باستخدام الأساليب الإحصائية وفق البرنامج الإحصائي (SPSS)، وأظهرت نتائج الدراسة أن واقع تطبيق مؤسسات التعليم العالي الكويتية لمعايير التميز حسب بالدريج من وجهة نظر عينة الدراسة جاء بدرجة مرتفعة. وتوجد فروق ذات دلالة إحصائية عند مستوى الدلالة (α = 0.05) في تقديرات أفراد عينة الدراسة لواقع تطبيق مؤسسات التعليم العالي الكويتية لمعايير التميز حسب بالدريج تعزى لمتغير الرتبة الأكاديمية وجاءت الفروق لصالح أستاذ في مجالي تأكيد جودة المنتجات والخدمات، ونتائج الأعمال، ومتغير التخصص إذ جاءت الفروق لصالح التخصصات الإنسانية. وفي ضوء هذه النتائج تم بناء الاستراتيجية الإدارية المقترحة لمعايير التميز حسب معايير بالدريج، وتم تحكيم الاستراتيجية من قبل مجموعة من الخبراء وحظيت بدرجة ملاءمة عالية، وبناء عليه توصي الدراسة بتبني الاستراتيجية الإدارية المقترحة من قبل أصحاب القرار في مؤسسات التعليم العالي في الكويت.

This study aims to present an administrative strategy to apply standards of excellence according to the criteria of Baldrige in higher education institutions in Kuwait. The population of this study compromise all faculty members in Kuwait’s higher educational institutions (n = 2863). The researcher selected (320) teaching members purposefully from the study population as the sample. To achieve the objective of the study, the questionnaire was used to collect the proposed strategy areas, which were developed in view of the theoretical literature on the subject of the study, and the researcher assured its validity and reliability and the data were analyzed using statistical methods using (SPSS). The study results indicated: The status of the application of the Kuwait’s higher education institutions to the standards of excellence by degree according to the study of teaching staff came at a high degree and there were no statistically significant differences in the estimates of the sample of the study of the application of the standards of excellence by Kuwait higher education institutions, due to the variable of the academic rank and the differences in favor of professors in the areas of quality assurance of products and services, and the products of business, as of specializa¬tion, as the differences came favoring humanitarian disciplines. In the light of these results, the proposed administrative strategy for standards of excellence has been built according to the Baldrige criteria, the strategy has been arbitrated by a group of experts and has received a high degree of suitability. The study recommended adoption of the administrative strategy proposed by the decision makers in Higher education in Kuwait.
