The aim of this research is to address two issues of great importance in public administration; ethical leadership that plays a major role in enhancing the employees' ethics of the institution and achieving compatibility between achieving the basic objectives of the institution and ethical principles, and the issue of administrative corruption is considered also a major problem that disturbs the governments and the main reason for wasting public resources and deterioration of public institutions. This study shows that the Algerian state, despite the legal, legislative and administrative mechanisms to monitor and control the employee's ethics, as well as the fight against corruption in the Algerian public hospital institutions, is still considered among the most corrupt countries in all sectors among the Arab and international countries despite the great efforts of the state in Improve their policies. the philosophy of ethical leadership will contribute to the fight against rampant administrative corruption in public hospitals.
