المستخلص: One of the Iraqi government goal after 2003 is empowering the employees in all institution and governmental sectors by improving the employee's skills in information technology. The Iraqi government spent a massive amount on the training of ICDL program and now the ministry of education focus on getting the employees the ICDL certification by Online ICDL exam in General Directorate of Education in Thi Qar province. This paper concerned with the effects of ICDL certification for employees through ICDL exam by using TAM model to measure the acceptance of ICDL exam. Quantitative research has been used with questionnaire have five scales .100 questionnaire distributed but just 76 questionnaires returned and SPSS program was used to analyze the questionnaire .the study showed the difficulty of the acceptance in ease of use factor and the usefulness factor has a high impact of employees. as a result, the ICDL exam has an influence on the employee's e-skill improving.
