| 520 | |a إن فكرة دمج الشباب وتوطين المعرفة في العالم العربي تمثل نقلة محورية في رحلة البحث في عمليات بناء مجتمع المعرفة المأمول التي يمثل الشباب العربي عمادها. إنها مسار البحث عن تمكين الشباب العربي وفحص البيئات التمكينية اللازمة لإعداد الأجيال بالخصائص التي يتطلبها التحول إلى مجتمع المعرفة والمتاحة لهم وقدرتهم على المشاركة الفاعلة في إيجاد تنمية مستدامة من خلال ارتياد الآفاق الرحبة والمسارات والتوجهات المستقبلية لمجتمع المعرفة والحرص على وضع الخطط والاستراتيجيات التي تكفل اندماج فاعل للشباب في عملية نقل المعرفة وتوطينها. وتتمثل البيئات التمكينية في شروط الاحتضان والدعم التي يقدمها المجتمع للشباب بمختلف بنياتها وأشكالها من أجل تهيئة بيئة تساعد حصولهم على تكوين يسهل انخراطهم في مجتمع المعرفة. سنحاول مناقشة أوضاع البيئات التمكينية للشباب العربي للانخراط في عملية بناء مجتمعات قائمة على المعرفة، وقدرتها على استيعاب تطلعاتهم وتقديم الفرص لهم وتزويدهم بالقدرات اللازمة. وتأتي في أولها مؤسسات التعليم العالي: التي وجب عليها اعتماد آليات محددة وعلمية لتحفيز الشباب على توطين المعرفة، وثانيها منظومة البحث العلمي التي تشكل ضمنياً الشرط الحاسم لولوج مجتمع المعرفة. وثالثها التنمية ومدى نجاحها في توسيع فرص الشباب وتنمية قدراته. | ||
| 520 | |b The idea of the integration of youth and the settlement of knowledge in the Arab world represents a substantial transition in the search of operations of constructing and creating knowledge aimed society represented by the Arab youth. It’s the path of searching to enable Arab youth and the examination of enabling environments necessary to arm the generations with characteristics required by the transition to a knowledge society, and available for them and their ability of effective participation in finding a continuous development throughout reaching the vast horizon , paths and future orientations towards a knowledge society and achieve proper planning and strategies that could ensure an active integration of youth in the knowledge transition and settlement processes. The enabling environment are resumed in the support and incubation offered by the society to the young generation in their different structures and forms to achieve an environment that could help them gain a training that eases their infiltration and integration into the knowledge society. We will try to discuss the enabling environment status for the Arab youth to integrate into the process of building societies based on knowledge and its capability to absorb their aspirations and offering them the opportunities and presenting them the necessary skills. First of all we have the high education institutions: which had to adopt specific and scientific mechanisms to stimulate and encourage the young generation to achieve knowledge settlement. Second of all, we have the scientific research organisation that forms implicitly the critical condition to access the knowledge society; thirdly, the development and its success in enlarging the youth opportunities and develop their skills. | ||
| 520 | |d L’idée de l’intégration des jeunes et l’établissement du savoir dans le Monde Arabe représente une transition coherente dans la quête du processus de création de la société du savoir dont le pilier est la jeunesse. C’est un parcours de recherche visant à favoriser la jeunesse arabe et examiner l’environnement propice à sa préparation aux caractéristiques nécessaires à la transition vers une société de savoir. Ainsi que leur compétence effective à œuvrer à un progrès constant leur permettant d’atteindre les vastes horizons, voies de développement, et futures orientations vers une société de savoir, élaborer des plans et stratégies assurant une intégration active de la jeunesse dans la transition du savoir et ses procédures. L’environnement propice est représenté par le support et l’incubation offerts par la société à la nouvelle génération dans ses différentes composantes pour préparer un environnement permettant l’acquisition d’une formation facilitant l’intégration dans la société de savoir. Nous débattrons de la situation de l’environnement propice à l’intégration de la jeunesse arabe au processus de la construction des sociétés basées sur le savoir ainsi que sa capacité à réaliser leurs ambitions en leur offrant les opportunités et les aptitudes nécessaires. Nous aborderons en premier, les établissements de l’enseignement supérieur qui devraient adopter des mécanismes scientifiques pour stimuler et encourager la nouvelle génération à l’établissement du savoir. Ensuite, les institutions de la recherche scientifique qui constituent implicitement la condition essentielle à l’accès à une société de savoir. Enfin, le développement et sa capacité à accroitre les opportunités pour la jeunesse et leurs compétences. | ||
