المستخلص: منذ اكتشاف النفط في سنة 1859 من طرف الأمريكي إدوين دريك (Edwin Drake) وتحوله لمصدر جديد للطاقة ما فتئ الصراع والتنافس الدوليين على هذا المصدر المهم الذي أصبح أساسي اً في جل الصناعات الحديثة يتزايدان، ولعل الخليج العربي الفارسي كان ولا يزال من أكثر المناطق في العالم التي احترقت بنار هذا الصراع والتنافس، لا سيما وأنه يحوي أكثر من نصف احتياطي النفط الموجود في العالم، ناهيك عن تكلفة استخراجه التي تعد الأقل في العالم بأسره.
والحقيقة، أن اكتشاف النفط في الخليج لم يجعل دوله محل أطماع الغير فقط، وإن ما حولهم لدولٍ لها رأي ومكانة إقليمية وعالمية معتبرة، وفي نفس الوقت دول ريعية مرتبطة كلياً بعائدات الذهب الأسود وتقلبات أسعاره. ولعل الحديث عن النفط في الخليج أيضاً لا يتم دون الحديث عن السعودية وإيران، فمثلما هناك صراع إيديولوجي وسياسي بين طهران والرياض، هناك أيضاً صراع نفطي إن صح التعبير بين هذه الطرفين، صراع يمكن القوا إنه يتمحور أساساً حول طريقة توظيف النفط وتسعيرته، (السياسات النفطية).
وفي هذه الورقة الدراسة، نسعى لدراسة النفط باعتباره متغيراً مستقلاً في الصراع الإيراني – السعودي أي كيف يؤثر النفط من حيث توظيفه سياساوياً على الصراع الإيراني – السعودي.


Depuis la découverte du pétrole par l'américain Edwin Drake en 1859, ce précieux liquide devient la nouvelle ressource d'énergie qui a révolutionné l’économie mondiale, une nouvelle approche de développements s’amorce au niveau de tous secteurs des industries.
Les conflits et les concurrences s’annoncent rudes dans ce domaine qui devient vital pour permettre à l’ensemble des secteurs d’activité de décoller; ceci n’épargne guère le golfe Persique en raison des ses réserves qui constituent plus de la moitié, des réserves mondiales sans compter le coût d’exploitation le plus bas car le forage des puits est le moins profond dans la planète.
En réalité, l’apparition du pétrole dans le golfe, ce n’est non seulement ces pays sont convoités par d’autres mais par contre ils se sont accaparés d’autres acquis considérables au sein de la scène régionale et internationale, entretemps ces pays sont totalement dépendants des recettes de ces ressources naturelles et les fluctuations des couts de barils dans le marché mondial.
En outre, le sujet du pétrole ne se fait guère sans citer l’Arabie Saoudite et l’Iran, s’il ya une rivalité idéologique et politique entre Téhéran et Riyad, il ya aussi une rivalité pétrolière entre les deux parties.
Dans cette étude, nous abordons ce sujet qui pourrait dans l’avenir avoir plusieurs paramètres dans le conflit irano saoudien, l’influence qui risque d’avoir sur le plan politique? Du point de vue de la politique pétrolière adoptée par les deux membres de l’OPEP dans le cadre actuel des évènements.
Le plus important de tout cela, est-ce une raison principale dans ce conflit ou un simple prétexte mis en avant pour d’autres interprétations?

Since the discovery of oil in 1859 by the American Edwin Drake and its transformation into a new source of energy, international conflict and competition for this important source, which has become essential in most modern industries, has been increasing, and perhaps the Persian Gulf was and still is one of the most regions in the world That was burned by the fire of this conflict and competition, especially since it contains more than half of the oil reserves in the world, not to mention the cost of extracting it, which is the lowest in the entire world.
In fact, the discovery of oil in the Gulf did not only make its countries the subject of the ambitions of others, and what transformed them into countries with significant regional and global opinion and prestige, and at the same time rentier countries are totally linked to the returns of black gold and its price fluctuations. Perhaps talking about oil in the Gulf also does not take place without talking about Saudi Arabia and Iran, just as there is an ideological and political conflict between Tehran and Riyadh, there is also an oil conflict, if you will, between these two parties, a conflict that can be cast that is mainly about the way oil is used and priced, (oil policies ).
In this study paper, we seek to study oil as an independent variable in the Iranian-Saudi conflict, that is, how oil affects, in terms of its political use, on the Iranian-Saudi conflict.
