يعد القرن التاسع عشر وأوائل القرن العشرين من أهم الفترات التي تشكلت فيها الوحدات الإدارية، والتي نتجت عنها نشأة المديريات والمراكز الحديثة، وتتميز هذه الفترة عما سبقها من فترات بعدم الاستقرار؛ وذلك لكثرة ما حدث فيها من تغيرات متلاحقة، تعرضت فيها الوحدات الإدارية لإجراءات عديدة، ما بين فصل وضم، حتى اتخذت آخر الأمر شكلها النهائي في ثلاثينيات القرن العشرين، ولقد كان وضع التقسيم الإداري للبلاد آنذاك على هذا النحو لا يتناسب وما طرأ من زيادة عدد السكان وانتشار العمران، فأصبح من الضروري إعادة النظر في هذا التقسيم على وجه يتناسب مع مصلحة البلاد وصالح الأهالي سواء أكان ذلك بزيادة عدد المديريات أم فصل مراكز عن بعض المديريات وإلحاقها بأخرى، أم إنشاء مراكز جديدة، مما ترتب عليه تعديل في حدود المديريات والمراكز، ومن ثم تشكلت في منتصف عام1941م لجنة لبحث التقسيم الإداري والجغرافي للمديريات والمحافظات. وقد تم تقسيم الدراسة إلى محورين: أولهما: تشكيل لجنة التقسيم الإداري، وأعمالها (1941-1943م) حيث تناولت الدراسة في هذا المحور تشكيل اللجنة، ومبررات التقسيم، ثم مقترحات المديريات والمحافظات على اللجنة، وبحث اللجنة لهذه المقترحات، وأخيرا مقترحات اللجنة في صورتها النهائية. ثانيهما: الإجراءات التنفيذية لمقترحات وتوصيات اللجنة من حيث إنشاء المديريات أو المراكز والأقسام الجديدة، أو فصلها من مديرية وإلحاقها بمديرية أخرى، أو فصل بعض النواحي من مركز وإضافتها إلى آخر.
The nineteenth century and the first of the twentieth century, is considered one of the most important periods in which the administrative units has been formed, and led to the emergence of the directorates and the modern centers. This period is distinguished from the previous periods, with instability. This is because of the successive changes, in which the administrative units faced many actions, varied from separation and annexation, till it took its final shape in the thirteenth of the twentieth century. The administrative division in the country through this period of time, did not fit with the increase of population and spread of urbanization, so it became necessary to reconsider the division in a way that fit with the country and the population, whether by increasing the number of directorates or separation of some directorates and attach them with others. So in the half of 1914 a committee has been formed for searching the administrative and geographical of directorates and governorates. The study has been divided into two sides: The first: forming of the administrative division committee and its works (1941 – 1943), as the study discussed forming of the committee, reasons for division, suggestions of directorates and governorates for the committee, the investigation of the committee for these suggestions, and finally the committee suggestions in its final form. The second: the executive actions for the suggestions and recommendations of the committee, for establishing directorates, centers, the new divisions, or separating it from a directorate and attach it with another, or separating some districts from a center and adding it to another
