المستخلص: تتطرق هذه الورقة البحثية لقضية جدلية، وهي: العلاقة بين الإعلام والإرهاب، والمعالجة الإعلامية لقضايا الإرهاب، وضوابط المعالجة الإعلامية لقضايا الإرهاب، وكذلك دور وسائل الإعلام في مكافحة الإرهاب.
وتحاول هذه الورقة البحثية توضيح عدد من الإشكاليات والإجابة على التساؤلات حول علاقة الإعلام بالإرهاب، وكيف يجب أن تتعامل وسائل الإعلام مع هذه الظاهرة؟ بالتغطية أم بالتعتيم؟ وهل القيام بالتغطية يخدم الرأي العام أم الإرهابيين؟ وما مدى الفائدة؟ وكيف يمكن لوسائل الإعلام أن تحدد متى يجب تغطية حادث أو واقعة ومتى يجب إهمالها؟ وكيف تحدد الخطورة المترتبة من تسريب ونشر قد يؤدي إلى عواقب وخيمة.
وأوضحت هذه الورقة أن من أبرز سمات المعالجة الإعلامية والصحفية العربية للظاهرة تركيزها على الحدث أكثر من التركيز على الإرهاب كظاهرة لها أسبابها وعواملها، حيث تتوارى في الغالب معالجة جذور هذه الظاهرة وأسبابها العميقة السياسية والاجتماعية والاقتصادية والدينية ما يجعلها تبدو وكأنها مجردة ومطلقة، "حيث تسود في الغالب معالجة العملية الإرهابية كحدث منعزل وليس كعملية تجري في سياق معين وتحدث في بيئة معينة.
وتوصلت إلى أنه لا بد من أن تهتم وسائل الإعلام وبخاصة الصحف بإيجاد خطة عملية مشتركة ومعالجة مستمرة للتعامل مع ظاهرة الإرهاب، بحيث تقوم بتقديم وشرح ونقد وتفنيد الأفكار الإرهابية بشكل موحد وواضح ومتشابه ومستمر، يضمن التأثير الفعال والإيجابي على القراء بما يرسخ ثقافة مضادة للإرهاب، تسهم في تجفيف منابعه وفي عزل الفكر الإرهابي وإظهار ضعفه وهشاشته وعدم تماسكه.
كما كشفت أننا بحاجة ماسة إلى صحافة تستخدم معالجة وخطابًا صحفيًّا مستنيراً يعمق الوسطية ويعترف بالآخر، ويقوم بدور التوعية، وتصحيح المفاهيم الخاطئة، وينشر سماحة الإسلام وأنه دين الإنسانية والرحمة وينبذ العنف ويقاوم التطرف ويرفض الإرهاب بشتي صوره.
وأوصت بعقد دورات تدريبة ومهنية للعاملين في المؤسسات الإعلامية على أساسيات العمل الإعلامي واحترامه، والالتزام بالمعايير الأخلاقية والمهنية في التغطية الصحفية والمعالجة الإعلامية لكل ما يتعلق بقضايا الإرهاب لتفويت الفرصة على الإرهاب للاستئثار بالإضاءة الإعلامية التي يسعى إليها.

This paper addresses a controversial issue,i.e., the relationship between media and terrorism, media handling of terrorism issues, controls on media handling of terrorism issues, as well as the role of the media in combating terrorism.
This paper attempts to clarify many problems and answer questions about the media's relationship with terrorism, and how should the media deal with this phenomenon, by covering or by blackout? Does coverage serve public opinion or terrorists? How is it useful? How can the media determine when an incident should be covered, and when should it be neglected? How to assess the risk of leakage and dissemination that may lead to severe consequences.
This paper pointed out that one of the most prominent features of Arab media and journalistic treatment of the phenomenon is its focus on the event rather than on terrorism as a phenomenon that has its causes and factor. The roots and deeply political, social, economic, and religious causes of this phenomenon are often unaddressed, which makes it seem abstract and absolute. The terrorist operation is often treated as an isolated event rather than as a process taking place in a particular context and occurring in a specific environment
It concluded that the media, especially the newspapers, must find a joint practical and a continuous treatment plan to deal with the phenomenon of terrorism. Therefore, they should present, explain, criticize and refute terrorist ideas in a uniform, clear, similar and continuous manner, to ensure an effective and positive impact on readers in a way that entrenches a counter-terrorism culture that contributes to drying out its sources, isolating terrorist thought and demonstrating its weakness, fragility, and incoherence.
It also revealed that we urgently need a press that uses treatment and an enlightening press discourse, which deepens the moderation and recognizes the other. A press that plays the role of raising awareness and correcting misconceptions propagates the eminence of Islam and that it is a religion of humanity and compassion, it renounces violence, resists extremism, and rejects terrorism in all its forms.
The study recommended holding training and professional training programs for workers in the media institutions on the basics and respect for media work. The training courses should make them adhering to ethical and professional standards in press coverage and media processing of all terrorism issues to eliminate the opportunity which the terrorism seeks to capture through media.
