|b Nowadays, electronic commercial advertising has become more effective than ever in marketing goods and services on the web, and any commercial or economic institution can, at the lowest cost, market its goods or services to the largest category of customers or consumers. However, publicity material is often transformed from a mean of informing the consumer into a mean of lying, misleading and blackmail, especially with the big development of the Internet. It was necessary for the Algerian legislator to intervene to provide the legal protection for the consumer, and to determine the responsibility of each part in this important economic process.

|a أصبح الإشهار التجاري الإلكتروني، اليوم أكثر من أي وقت مضى وسيلة فعالة في تسويق السلع والخدمات على الشبكة العنكبوتية، وأصبح بإمكان أي مؤسسة تجارية أو اقتصادية، وبأقل تكلفة أن تسوق بضاعتها أو خدماتها لأكبر فئة من الزبائن أو المستهلكين. غير أن هذا الإشهار وفي كثير من الأحيان تحول من وسيلة لإعلام المستهلك، إلى وسيلة للكذب والتضليل والابتزاز، خاصة مع التطور الواسع والكبير لشبكة الأنترنت. ومنه كان لزاما على المشرع الجزائري التدخل لتوفير الحماية القانونية للمستهلك، وتحديد مسؤولية كل متدخل في هذه العملية الاقتصادية الهامة.
