|a تعد مساهمة مجلس الدول في الصياغة التشريعية من اهم الموضوعات التي تسهم في توحيد المصطلحات القانونية في الدولة، وهذا بدوره يؤثر إيجابا على خلق بيئة قانونية متجانسة ومتناسقة، لكون مجلس الدول الجهة الرسمية والمختصة قانونا في صياغة التشريعات الفرعية، لما يحمله من تأهيل قانوني، وخيره متميزة فى بناء نصوص التشريعات الفرعية لكونه قاض الإدارة العامة، والجهة المكلفة ببيان مدى توافق التشريعات الفرعية الصادرة عن الإدارة مع النصوص القانونية النافذة في الدولة، مما يسهم ذلك في خلق الأمن القانوني فى الدولة. ويحقق الاستقرار والثبات لنصوص الأنظمة والتعليمات الصادرة عن الإدارة، خصوصا إذا ما علمنا أن لهذه التشريعات أثر مباشر على حقوق الإفراد وحرياتهم، وما يزيد من خطورة هذه التشريعات أنها تسن بعيدا عن أنظار الجهة المختصة بالتشريع أساسا والتي تكون ممثلة الإرادة العامة ودون المرور بالمراحل المقررة للقوانين.
