المستخلص: الحمد لله والصلاة والسلام على رسول الله وعلى آلة وصحبه، أما بعد: فإننا نعيش في زمن التقلبات والتغيرات، وكثرة الحوادث والجوائح والأزمات، خاصة ما ابتليت به الأمة الإسلامية في شتى البلدان والأقليات، أفراد وجماعات، لحكم يعلمها رب البريات. فكان لزاما اتخاذ سبل الوقاية اتجاه هذه الجوائح والأزمات، وتخفيف المصاب عن كل ما ابتلي به إخواننا جراء هذه النكبات، وذلك عن طريق مد يد العون والمساعدة لجميع المتضررين والمتضررات، عبر قنوات صرف آمنة، المتمثلة في العمل التطوعي وفق قواعد فقهية ومقاصد شرعية. والمتتبع لقواعد ومقاصد نصوص المعاملات المالية وكلام أهل العلم في حماية المستهلك بصفة عامة وأحكام وضع الجوائح بصفة خاصة وما ترتب عليهما من خدمة الأمة وحفظ كيانها نجده مفتاحا معززا ومساندا للعمل التطوعي عند أي حادث أو طارئ، وفي هذا البحث سأبرز أهم ما يعزز ذلك مشتملا على مقدمة ومبحثين وخاتمة. فأما المقدمة: فتشمل التعريف بموضوع البحث. وأما المبحث الأول: فيتعلق بأنواع الجوائح إجمالا مع بيان أحكامها وآثارها الفقهية، كما أبين الأسباب والأحكام المتعلقة بزمن الحاجات إجمالا، ونماذج تاريخية في معالجة ذلك. وأما المبحث الثاني: فيتطرق لأثر العمل التطوعي ضمن قواعده الفقهية ومقاصده الشرعية المتعلقة بالجوائح وأزمنة الحاجات مع عرض البدائل العملية التطوعية.

Praise be to God and prayer and peace be upon the Messenger of Allah and his family and companions, but after: We live in a time of fluctuations and changes, and the multiplicity of accidents, pandemics and crises, especially what plagued the Islamic Ummah in various countries and minorities, individuals and groups, to the rule known by the Lord of the Wild. It was necessary to take preventive measures towards these pandemics and crises, and to alleviate the injured from all that our brothers have been plagued by these calamities, by helping and assisting all those affected through safe drainage channels, such as voluntary work according to jurisprudential rules and legitimate purposes. And follower of the rules and purposes of the texts of financial transactions and the words of scientists in the protection of consumers in general and the provisions of the development of pandemics in particular and the consequent service to the nation and the preservation of its entity we find a key to support and support for volunteer work in any accident or emergency, in this research I will highlight the most important enhancement, including the introduction And researchers and a conclusion. The introduction includes the definition of the subject matter. The first topic deals with the types of pandemics in general and its jurisprudence and its implications, as well as the reasons and provisions related to the time of needs in general, and historical models in addressing it. The second topic deals with the impact of volunteer work within its jurisprudential rules and its legitimate purposes related to pandemics and times of needs, with the presentation of voluntary alternatives .
