يعد البحث العلمي عاملا مهما في تطور المجتمعات كونه يوجه الخطوات نحو السير بالاتجاه الصحيح، كما يعتبر وسيلة مهمة من الوسائل التي تحد من ظاهرة الفساد الإداري والمالي. تلك الظاهرة التي عانت منها المجتمعات الغنية والفقيرة. والمتعلمة والآمية. وأخذت تزداد شيئا فشيئا فى المؤسسات الحكومية العراقية. وهي مرتبطة برغبة الإنسان حيث يقوم بإساءة استعمال السلطة ويحصل على مكاسب غير مشروعة. وأخذت تؤثر تأثيرا مباشرا على جميع القطاعات لاسيما الاقتصادية والسياسية والاجتماعية منها، وإن أمر معالجتها يستوجب الاهتمام بها من قبل الباحثين عموما من خلال التطرق لها في أبحاثهم العلمية. فضلا عن ضرورة أن يكون هناك تنسيق بين الجهات المعنية بمكافحتها (هيئة النزاهة وديوان الرقابة المالية والمفتشين العموميين) وبين الباحثين، ولأهمية هذا الموضوع في الوقت الحاضر، إرتأينا البحث فيه، آملين أن يسهم هذا البحث الموجز في سد النقص الحاصل في المكتبة العراقية القانونية والاقتصادية، ونحن من جانبنا نحث الباحثين فى مختلف الجامعات وصانعي القرار على المستوى المحلي والعربي إلى إعطاء هذا الموضوع الأهمية عن طريق تناوله وإيجاد الحلول والمعالجات التي نحد منه.
