المستخلص: يهدف البحث إلى آليات مواجهة الاتحاد المصري لكرة القدم المظاهر السلبية للالتراس من منظور التشريعات الرياضية من خلال تحديد كل من: الظواهر السلبية لكل من مشجعي كرة القدم وروابط الالتراس (الأهلي، الزمالك، الإسماعيلي، المصري، الاتحاد السكندري)، دور الاتحاد المصري لكرة القدم في مواجهة الظواهر السلبية لمشجعي كرة القدم وروابط الالتراس، التشريعات الرياضية اللازم تطبيقها لمواجهة الظواهر السلبية. ولقد استخدمت الباحثة المنهج الوصفي بالأسلوب المسحي، كما بلغت عينة البحث (269) فردا وتمثلت في الفئات التالية: عمدت الباحثة في اختيار جميع أعضاء الاتحاد المصري لكرة القدم والبالغ عددهم (9) أعضاء. كما تم اختيار عينة عشوائية من: أعضاء مجالس إدارات بعض أندية الدرجة الأولى لكرة القدم والبالغ عددهم (50) عضوا، روابط الالتراس ومشجعي الأندية الرياضية الكبرى والبالغ عددهم (210) مشجع وتم الاستعانة بعدد (23) فردا لإجراء المعاملات الإحصائية، كما تم استبعاد عدد (26) استمارة لعدم استكمالها، وبذلك أصبحت العينة الأساسية (220) فردا. وقامت الباحثة بتصميم استمارة استبيان وتم إجراء المعاملات الإحصائية المناسبة لتحقيق أهداف البحث. وتوصلت الباحثة إلى تحديد الظواهر السلبية لكل من مشجعي الأندية وروابط أو جماعات الالتراس والتي تتمثل في إشعال الشماريخ والنار في المدرجات أثناء مشاهدة المباريات، وقيام بعض الجماهير بإطلاق الصواريخ والألعاب النارية في حالة فوز ناديهم مما يثير الجماهير المنافسة، وقيام بعض مثيري الشغب بالسب والقذف لكل من (جمهور الفريق المنافس، حراس المرمى، اللاعبين، الحكام) تحطيم المدرجات ومقاعد البدلاء بالملعب المقام فيه المباراة، كما أن دور الاتحاد المصري لكرة القدم في مواجهة الظواهر السلبية لمشجعي كرة القدم وروابط الالتراس اتضح في توقيع العقوبات على المخالفين في حالة ظهور السلوكيات السلبية من قبل الجمهور وذلك بإقامة المباراة بدون جمهور أو توقيع غرامة مالية على النادي أو الفريق، حث الأندية الرياضية والمؤسسات الإعلامية على التعاون لمواجهة الظواهر السلبية للجمهور، عدم طبع تذاكر أكثر من سعة الملاعب المقام عليها المباراة مهما كانت الظروف، كما يجب أن تطبق التشريعات الرياضية لمواجهة الظواهر السلبية والمتمثلة في الغرامة المالية التي تتراوح من (10000: 50000) جنيها على النادي والحبس للمعتدين لمدة تتراوح ما بين (1: 3) سنوات وأيضا إيقاف مباراة وانزال النادي إلى درجة أقل أو اقصائه لمدة تتراوح من (1: 2) سنة. كما أوصت الباحثة الجهات التالية الاتحاد المصري لكرة القدم: إدراج إدارة المخاطر بالهيكل التنظيمي للاتحاد لوضع خطط لضمان توفير عوامل الأمن والسلامة، المحكمة الرياضية المصرية: ضرورة توحيد العقوبات والإحكام في التشريعات القانونية "الجنائية، المدنية" بالتشريعات الرياضية. هيئة الإستاد: إتباع المعايير الدولية الحديثة عند إنشاء الملاعب الرياضية من خلال توفير المقاعد المريحة للجمهور، الفصل بين مشجعي الفرق المتنافسة، زيادة أبواب الخروج، وإنشاء مقاعد خاصة بالعائلات. الجهات الأمنية: تطبيق نصوص القانون بكل حزم حيال ضبط وإحضار الخارجين عليه من مثيري الشغب. ومشجعي الأندية وروابط الالتراس: التزام المشجعين والروابط بالقواعد والقوانين الخاصة بالتشجيع التي يتم وضعها من قبل الاتحاد المصري لكرة القدم.

The research aims at the mechanics of the face of the Egyptian Football Federation negative manifestations of the terrace from the perspective of sports legislation by defining each of: negative phenomena for both football fans and links ultras (Al Ahli, Zamalek, Ismaily, Egypt, Al Ittihad), the role of the Egyptian Football Association in the face of negative phenomena for soccer fans and ultras links, sports legislation necessary to apply to counter the negative phenomena. The researcher has used the descriptive survey manner as was the research sample (269) individuals and represented in the following categories proceeded researcher in the selection of all members of the Egyptian Football Association totaling (9) members were also selected a random sample of members of the boards of directors of some of the first division football totaling (50) member ultras links and fans of major sports clubs, totaling 210 fans were use of number (23) individuals to conduct statistical transactions, were also excluded a number (26), a form of non-completion, and thus the basic sample became (220) individuals and the researcher designed questionnaire was conducted appropriate statistical transactions to achieve the goals of search. The researcher found to identify negative phenomena for both fans of the clubs and associations or groups ultras which is to ignite Achammarej and fire in the stands while watching the games and do some of the masses by launching rockets and fireworks in the case of victory of their club, which arouse the masses competition and do some rioters defamation for each of the (publicly the opposing team, goalkeepers, players, referees) breaking down the stands and bench pitch place where the game is also the role of the Egyptian Football Association in the face of negative phenomena for soccer fans and links ultras turned out in imposing penalties on violators in the case of the emergence of negative behaviors by the public and by establishing match behind closed doors, or the signing of a financial penalty on the club or team urged sports clubs and media organizations to work together to counter the negative phenomena to the public not to print tickets more than the stadiums of all capacity on the match, whatever the circumstances must be applied to sports legislation to counter the negative phenomena represented in fines ranging from (10000: 50000) pounds on the club and imprisonment of offenders for a period ranging between (1: 3) years and also stop the game and download the club to a lesser degree or sideline him for a period of (1: 2) years. As the researcher recommended the following agencies Egyptian Football Association Risk Management inclusion of the organizational structure of the Union to develop plans to ensure the safety of the Egyptian sports and court security factors need to consolidate the penal provisions of the legislation, "the criminal, civil," sports legislation and body Stadium follow modern international standards when creating sports venues of by providing comfortable seating for the public and the separation between the fans of the competing teams and increasing the exit doors and the establishment of private families and security agencies apply the provisions of the law firmly seats about control and bring the outlaws by rioters and fan clubs and links ultras commitment to the fans and links the rules and laws of encouragement that are placed by the Egyptian Federation for football.
