هدفت الدراسة بشكل رئيس إلى الوقوف على واقع التخطيط الاستراتيجي لجامعة كفر الشيخ في ضوء استراتيجية التنمية المستدامة "رؤية مصر 2030". وتقتضي طبيعة الدراسة وأهدافها استخدام الأسلوب التحليلي كأحد آليات المنهج الوصفي لجمع البيانات والمعلومات وتصنيفها، ومعالجتها، وتحليلها تحليلا كافياً ودقيقاً، كما تستخدم الدراسة أسلوب السيناريوهات المنهجية كأحد أساليب الدراسات المستقبلية. وتوصلت الدراسة إلي أن التخطيط الاستراتيجي لجامعة كفر الشيخ من حيث الغايات والأهداف للجامعة في الفترة من 2015/2020م تتناسب معظمها مع الأهداف الاستراتيجية للتنمية المستدامة "رؤية مصر 2030م"، ولا يتناسب الجزء الآخر من هذه الأهداف معها نظراً لمحدودية الإمكانيات والموارد الذاتية بالجامعة وعدم كفاية التمويل الحكومي لها، عدم استكمال المرافق الداعمة للعملية التعليمية بالجامعة، تأخر أغلب كليات الجامعة في الحصول على الاعتماد الأكاديمي، ضعف مخصصات البحث العلمي في موازنة الجامعة،...إلخ من نقاط الضعف التي تواجه الجامعة داخلياً، كما تم وضع ثلاثة سيناريوهات مستقبلية لجامعة كفر الشيخ، وهما السيناريو الامتدادي أو المرجعي من خلال عرض الوضع القائم والحالي بالجامعة، وكذلك السيناريو الإصلاحي من خلال وضع آليات لإصلاح الوضع الراهن، وأخيراً السيناريو الابتكاري من خلال الوصول إلى صورة أفضل للجامعة في المستقبل، ومع هذا فقد تبنت الدراسة الحالية السيناريو الإصلاحي، هذا لكونه القريب إلى التحقيق على أرض الواقع، فإننا نأمل كثيراً في تحقيق ملامح السيناريو الابتكاري (لكونه الصورة المثلى لما يجب أن يكون) فيجب علينا أيضاً إدراك صعوبة تحقيقه في الواقع المنظور، لكون العالم العربي تموجه تيارات يصعب معها تحقيق هذا الحلم وكذلك عدم توفير الإمكانيات التي تساعد في تحقيقه.
The study aimed mainly at examining the reality of the strategic planning of Kafr El-Sheikh University in light of the sustainable development strategy Egypt's Vision 2030". The nature of the study and its objectives require the use of analytical method as one of the mechanisms of the descriptive method for the collection and classification of data and information, and processing, and analysis of sufficient and accurate, and the study uses the methodology scenarios as a method of future studies, As well as the use of a case study method. The study found that the strategic planning of Kafr El-Sheikh University in terms of goals and objectives for the university in the period 2015/2020 is mostly compatible with the strategic goals of sustainable development "Egypt's Vision 2030", and the other part of these goals is not commensurate with it given the limited capabilities and self-resources at the university and insufficient government funding For her, failure to complete the facilities supporting the educational process at the university, most of the university’s faculties are late in obtaining academic accreditation, weak scientific research allocations in the university’s budget, etc. of the weaknesses that the university faces internally, and three scenarios have been developed. Receptivity to Kafr El-Sheikh University, namely the extension or reference scenario by presenting the existing and current situation in the university, as well as the reform scenario by setting mechanisms to reform the status quo, and finally the innovative scenario by reaching a better picture of the university in the future, however the current study has adopted the reform scenario This is due to the fact that it is close to the investigation on the ground, we very much hope to achieve the features of the innovative scenario (because it is the ideal image of what should be), we must also realize the difficulty of achieving it in the foreseeable reality, because the Arab world directs currents with which it is difficult to achieve this For a dream, as well as not providing the capabilities that help in achieving it.
