Internal communication raises the problem of its positioning inside the organization for the SMEs/ SMIs and its formal assignment within the HR functions. In this contribution, we limit to identify the sources of internal communication malfunctions and present our observations synthesis collected from our interventions in companies’ sites, within the framework of studies and training. This paper is not a literature revue dealing with internal communication (which is largely discussed), but is in fact a set of observations collected from work fields during our interventions. The main notice discussed in this article reveals the existence of a downward communication (in the Hermal .P) and paradoxically the almost non-existence of an upward communication that a non-existing internal communication policy has led to. We highlight the important consideration that the management should give to the formal allocation of the internal communication in the H. R tasks and, and we affirm that the H. R workforce has actually inherited this mission without prerequisite training, without preparation and without disposing of appropriate means and resources
