المستخلص: During the last year, Arab countries, including Algeria, were the subject of a thorough debate on the human rights situation, because of the activity of international non-governmental organizations who preys on the Arab governments through the mechanism of international reports. In this article we will focus on each activity of human rights Watch organizations and Amnesty International, as the most important actors in the field of observing the desecration of human rights in the world through international reports, and then answering several questions about the credibility of the information and data mentioned therein, and about who provides the financial support, because this last who define the work agenda of these organizations. That is why the study of this subject is of primordial importance, especially that the majority of the recipients of these reports is the Arab countries, where most suffer the lack of political and economic stability, so we will quote the most important critic is misaddressed to international non-governmental organizations about human rights, and the exposure of the ways of exploiting it from regime of international relations so as to Promote the protection of human rights in the Arab world.

شهدت الدول العربية ومنها الجزائر في السنوات القليلة الماضية نقاشاً وجدلاً عميقاً حول واقع حقوق الإنسان بسبب نشاط المنظمات الدولية غير حكومية الضاغطة على الحكومات العربية من خلال آلية التقارير الدولية. سنركز في هذا المقال على كل من نشاط منظمة "هيومنرايثووتش" ومنظمة العفو الدولي، كأهم فاعلين في مجال رصد انتهاكات حقوق الإنسان في العالم عن طريق آلية التقارير الدولية، والإجابة على عدة تساؤلات حول مصداقية المعلومات والمعطيات الواردة فيها، ومن يدعم هذه المنظمات ماليا، لأن مسالة الدعم المادي عادتا من تحدد أجندة عمل تلك المنظمات. لذا فإن دراسة من هذا الموضوع يكتسي أهمية بالغة خاصة وأن أغلبية المخاطبين بهذه التقارير هي الدول العربية التي تشهد أغلبها نقص في الاستقرار السياسي والاقتصادي، لذا سنورد أهم الانتقادات التي توجهها المنظمات الدولية غير الحكومية حول حقوق الإنسان، ثم التعرض إلى سبل استغلال نظام التقارير الدولية من اجل تعزيز حماية حقوق الإنسان في الوطن العربي.
