المستخلص: It can be said that the concern of international governmental organizations towards the issue of the protection of human rights violated during international and internal armed conflicts and in which the latter addressed crimes affecting the security and safety of the international community, especially after the scandals witnessed by humanity during the two world wars. International conventions, which serve as a model of intensive UN efforts, have also contributed to the protection of human rights during armed conflicts.
The provisions of these conventions affirm the responsibility of any person who violates these rules and the recognition of his criminal responsibility without regard to his official capacity, whether an individual or a high official. The reports of the Secretary-General of the United Nations have also contributed to drawing the international community's attention to the need to respect human rights in times of armed conflict.

يمكن القول أن اهتمام المنظمات الدولية الحكومية بمسألة حماية حقوق الإنسان المنتهكة أثناء النزاعات المسلحة الدولية والداخلية وبها تصدت هذه الأخيرة للجرائم التي تؤثر على أمن وسلامة المجتمع الدولي خصوصا بعد الفضائح التي شهدتها الإنسانية، أثناء الحربين العالميتين.
كما أسهمت الاتفاقيات الدولية التي تعتبر كنموذج عن الجهود الأممية الكثيفة في حماية حقوق الإنسان خلال النزاعات المسلحة وقد أكدت نصوص هذه الاتفاقيات عن مسؤولية كل شخص ينتهك هذه القواعد وإقرار مسؤوليته الجنائية دون الاعتداد بصفته الرسمية سواء كان فردا أو موظفا ساميا كما أسهمت تقارير الأمين العام للأمم المتحدة في لفت الانتباه للمجتمع الدولي إلى ضرورة احترام حقوق الإنسان في وقت النزاعات المسلحة.

On peut dire que l’intérêt des organisations internationales gouvernementales du problèmes de la protection des droits de l’homme atteinte durant les conflits armés internationaux et intérieurs et avec laquelle cette dernière a affronter les crimes qui ont une influence sur la sécurité et l’intégrité de la société internationale surtout après le déshonneur qui a vécu l’humanité durant les deux guerres mondiales, et que les accords internationaux ont contribuer expressivement comme un exemple des efforts nationaux intensifs dans la protection de droit de l’homme durant les conflits armés, et les textes ont confirmés ses accords de la responsabilité de chaque individu qui atteint ses normes et reconnaissance de sa responsabilité pénale sans préemption de façon officielle que ce soit individu ou fonctionnaire supérieur, et que les rapports de la sureté générale ont contribuer aux nations unies pour prêter attention à la société internationale la nécessité de respect des droit de l’homme au temps des conflits armés.
