المستخلص: أدت مجموعة من العوامل إلى تعظيم إعتماد المنظمات على معالجة البيانات والمعلومات، ويعد الإنفجار المعرفي وما نتج عنه من صعوبة إتخاذ القرار من هذه العوامل الرئيسية، حيث أدي إلى انتشار المعارف المتعددة والمتضادة، مما أوقع متخذ القرار فى حيرة وصار من الواجب ترشيح المعارف وتدقيقها وتنميط وسائل جمعها مع المراجعة والضبط لتوفير المعرفة الصحيحة واللازمة لمتخذ القرار، كما أن إزدياد حجم ودرجة تعقد المنظمات الحديثة مع الإنتشار الجغرافي لوحدات المنظمة وما يحتاجه متخذ القرار من توفر المعلومات اللازمة في الوقت المناسب، أدى ذلك إلى زيادة الاعتماد على شبكة المعلومات والاتصالات للتغلب على البعد الزمنى والبعد المكاني، هذا بالإضافة إلى بقية العوامل ومنها ازدياد درجة التخصص والتنوع فى الأنشطة، الزيادة المطردة فى التطور التكنولوجي، ازدياد ندرة الموارد الطبيعية، التغيرات البيئية، كما أن حيازة نظم المعلومات هو وسيلة لتحسين قدرة القيادات على إتخاذ القرار السليم لمواجهة تحديات البيئة الخارجية والداخلية للمنظمة، وبالتالي تحسين كفاءة المنظمة ككل. وفى ظل هذا الإطار تتمثل المشكلة البحثية للدراسة فى مدي تأثير تطبيق نظم تكنولوجيا المعلومات على نمط إتخاذ القرارات الإدارية بالمنظمات العامة المصرية. فروض الدراسة 1. تكنولوجيا المعلومات يؤثر على اتخاذ القرارت الإدارية بالمنظمات العامة. 2. الفرض الثاني: تطبيق تكنولوجيا المعلومات يلعب دور في زيادة قدرة النظم الادارية على التأقلم والتكييف مع بيئة العمل الإداري . 3. الفرض الثالث: تطبيق تكنولوجيا المعلومات يدعم لامركزية القرارات الإدارية. 4. الفرض الرابع: تطبيق تكنولوجيا المعلومات يؤدي إلى خفض عدد المستويات الإدارية، وتقصير خطوط الاتصال . وللتحقق من فروض الدراسة قام الباحث بتصميم قائمة الإستقصاء لتتفق مع أغراض البحث وتساعد على إختبار فروض الدراسة، وقد اشتملت قائمة الإستقصاء على جزئين كما يلي:- 1. الجزء الأول: ويتعلق بالبيانات الديموجرافية للمبحوثين، (العمر – المستوى الوظيفي – الدرجة العملية – مدة الخبرة الوظيفية). 2. الجزء الثاني: البيانات الخاصة بمشكلة الدراسة: - مجموعة من الفقرات تستخدم لقياس مدى توفر عناصر تكنولوجيا المعلومات. - مجموعة من الفقرات تستخدم لقياس العوامل المؤثرة في تطبيق تكنولوجيا المعلومات. - مجموعة من الفقرات تستخدم لقياس أهمية تطبيق تكنولوجيا المعلومات. - مجموعة من الفقرات تستخدم لقياس أهمية تطبيق تكنولوجيا المعلومات وصنع وإتخاذ القرارات وتتم الإجابة على هذه الفقرات وفق مقياس ليكرت التدريجي المكون من خمس نقاط تتراوح بين (1) غير موافق ابداً، حتى (5) موافق تماماً. - ولقد تم تطبيق القائمة على عينة من موظفي وقيادات الجامعات المصرية (جامعة القاهرة – جامعة عين شمس – جامعة حلوان – جامعة بنها).

A number of factors have led to maximizing the reliance of organizations on the processing of data and information. The knowledge explosion and the resulting difficulty in decision making are one of the main factors. This has led to the spreading of multiple and contradictory knowledge, which caused the decision maker to be confused and knowledge to be filtered. The increase in the size and complexity of modern organizations with the geographical spread of the units of the organization and the need for the decision maker to provide the necessary information in a timely manner, this led to an increased reliance on the network. The increase in the degree of specialization and diversity of activities, the steady increase in technological development, the increasing scarcity of natural resources, environmental changes, and the acquisition of information systems is a means to improve the ability of leaders to make the right decisions, to meet the challenges of the external and internal environment of the Organization, thereby improving the efficiency of the Organization as a whole. Under this framework; the research problem of the study is the impact of the application of IT systems on the pattern of administrative decision making in Egyptian public organizations. Study hypotheses: 1. Information technology affects administrative decision making in public organizations 2. The application of information technology plays a role in increasing the ability of administrative systems to adapt and adapt to the environment of administrative work. 3. The application of information technology supports the decentralization of administrative decisions 4. The application of information technology leads to a reduction in the number of administrative levels, and shortening communication lines To investigate the study hypotheses, the researcher designed the survey to match the research objectives and help to test the hypotheses. The survey included two parts: Part 1: It relates to the demographic data of the respondents (age - functional level - practical degree - duration of functional experience). Part II: Data on the problem of study: - A set of paragraphs used to measure the availability of IT elements - A set of paragraphs are used to measure factors affecting the application of information technology - A set of paragraphs used to measure the importance of applying information technology - A set of paragraphs used to measure the application of information technology systems, decision making and response. These are based on the five-point Likert scale, ranging from (1-never), to (5-completely agreeable.) - The list has been applied to a sample of the staff and leaders of Egyptian universities (University of Cairo - University of Ain Shams - University of Helwan - University of Banha). The researcher addresses this study in four consecutive investigations in addition to the conclusion of the results and recommendations as follows: - The first topic: conceptual framework. - The second topic: Making and making administrative decisions in public organizations - The third topic: the relationship between the application of information technology systems and the pattern of administrative decision making in public organizations - The fourth topic: statistical analysis - Results and recommendations of the study.
