يعتبر موضوع حقوق الإنسان من الأمور الهامة التي أبدى المجتمع الدولي لها أهمية بالغة، كما أبدى المجتمع الدولي أهمية لحقوق الإنسان لجميع الفئات كنزلاء مركز الإصلاح والتأهيل، حيث أوجدت معايير دولية يجب على الدول أن تطبقها في مركز الإصلاح والتأهيل، ومن هنا جاءت إشكالية الدراسة لتحديد مدى الالتزام في تطبيق تلك المعاير الدولية، وتنبع أهمية هذه الدراسة كونها ستعزز المعرفة بمدى التزام مركز الإصلاح والتأهيل في محافظة أريحا بالمعايير الدولية، وقد هدفت الدراسة إلى التعرف على مدى التزام مركز الإصلاح والتأهيل في اريحا بالمعايير الدولية الإدارية والصحية والترفيهية والتعليمة، والتعرف على أهم البرامج الإصلاحية المطبقة في مركز إصلاح وتأهيل محافظة أريحا، واستخدم الباحثان المنهج الوصفي التحليلي في دراستهما من خلال بناء استبانة للحصول على المعلومات من مجتمع للدراسة البالغ عددهم 55 نزيلاً، وتم استخدامهم كعينة شاملة، واستخدام الباحثان برنامج الرزم الإحصائية SPSS لتحليل الإستبانة، وقسم الباحثان الدراسة إلى أربعة فصول، الأول يتعلق بالإطار العام للدراسة، والثاني بالإطار النظري والدراسات السابقة، والثالث يتعلق بمنهجية الدراسة، أما الفصل الرابع فخصص لعرض النتائج ومناقشتها. وتوصلت الدراسة إلى العديد من النتائج كان أهمها: أن إدارة المركز تحترم الحقوق الإدارية للنزلاء كتسجيلهم والفصل بينهم، وأن إدارة مركز الإصلاح والتأهيل لا تمارس التعذيب المعنوي والمادي ضد النزلاء في المركز، وأن العاملين فيها يتعاملون مع النزلاء بألفاظ وقيم حسنة، وأنهم لا يحملون الأسلحة بشكل مستمر في المراكز. وأن إدارة المركز لا تقوم بعزل النزلاء المرضى بمرض معد عن النزلاء الآخرين، وأنها تقوم بتزويد غرف النزلاء بجميع المتطلبات الصحية كالتهوية والتدفئة، فيما لا تمكن إدارة المركز السجناء من ممارسة حقهم في الخلوة الشرعية مع زوجاتهم. وأوصت الدراسة بعدة توصيات هامة كان أبرزها: أنه يجب عدم حمل السلاح تحت أي ظرف كان أثناء تواجد الأمن بين النزلاء وفي غرفهم، ويجب أن تقوم إدارة المركز بعزل النزلاء ذوي الآمراض المعدية، وتزويد غرف النزلاء بكافة الأدوات واللوازم الصحية، وضرورة تمكين نزلاء مركز الإصلاح من الخلوة الشرعية بزوجاتهم، وأن تقوم بفحص طبي شامل ودوري للنزلاء، مع توفير الأطباء المتخصصين في مركز الإصلاح، وضرورة أن يمارس السجناء حقهم في ممارسة الرياضة بمختلف أنواعها.
The human rights issue is of great importance to the international community, the international community has shown the importance of the human rights of all groups as the inmates of the reform and rehabilitation centers, which created international standards that countries should apply in the centers of reform and rehabilitation, and the problem of the study to determine the extent of commitment in the application of these international standards, the importance of this study stems from the fact that it will enhance knowledge of the commitment of reform and Rehabilitation Center in Jericho to international standards, and the study aimed at identifying the extent of the commitment of the reform and rehabilitation centers to international standards of administrative, health, recreation and education, and identify the most important reform programs applied in the reforms and rehabilitation centers in Jericho. The researchers used the analytical descriptive approach in their studies by constructing a questionnaire to obtain information from a community of 55 study participants and used as a comprehensive sample, and the researchers used SPSS to analyze the questionnaire, the researcher divided the study into four chapters, the first concerned the general framework of the study, the second with the theoretical framework and the previous studies, the third related to the methodology of the study, the fourth chapter devoted to the presentation and discussion of the results. The study concluded to certain results. The most important: The center’s administration respects the administrative rights of the inmates, such as registration and separation, the administration of the center does not isolate inmates suffering from infectious disease from other inmates, and that they provide the inmates’ rooms with all the health requirements such as ventilation and heating, while the administration of the center does not enable prisoners to exercise their right to legal privacy with their wives. The study concluded to several important recommendations: The most important of which is that weapons should be prohibited under any circumstances while security is present between inmates .the center’s administration must isolate inmates with infectious diseases and provide their rooms with the necessary health supplies. The need to enable the inmates of the centers of the Legal privacy with their wives, and conduct a comprehensive medical examination by specialized doctors. And finally, the need to exercise their right to play all kinds of sports.
