Abstract: لقد ظهرت القرصنة البحرية في منطقة القرن الإفريقي لتداعيات إقليمية ودولية ارتبطت بالظروف التي أملتها التغيرات التي حدثت في بعض دول المنطقة مثل: الصومال؛ وذلك يتطلب ضرورة تعزيز فرص مكافحة نشاطات القراصنة وتجفيف منابع مواردها المالية، بالإضافة إلى معاقبة القراصنة وتقديمهم إلى المحاكم من أجل القضاء على الظاهرة وتحقيق الأمن البحري وانسياب التجارة العالمية بكل سهولة ويسر. وقد هدفت الدراسة إلى التعرف على واقع القرصنة البحرية في منطقة القرن الإفريقي؛ والتعرف على تداعياتها المختلفة في المنطقة العربية. وقد شمل البحث أربعة مباحث؛ تناول المبحث الأول: ماهية القرصنة في القرن الإفريقي، والمبحث الثاني: تناول الأساس التاريخي للتداعيات الأمنية للقرصنة في القرن الإفريقي، وتناول المبحث الثالث: حقيقة التداعيات الأمنية للقرصنة البحرية في القرن الإفريقي على المنطقة العربية، والمبحث الرابع تناول الموقف الدولي والإقليمي والعربي من قضية القرصنة البحرية في القرن الإفريقي. واتبع الباحث المنهج الوصفي التحليلي ومنهج تحليل النظم، وذلك لتتبع موضوع البحث وصفاً وتحليلاً. كما اعتمد البحث على عدة أدوات ومصادر متنوعة تعين على تدعيم محتوياته من حيث المعلومات والتحليل للاستفادة منها في ربط محاوره الأساسية حتى الخروج بخاتمة تحوي أهم النتائج التي توصل إليها، كما اشتمل على توصيات مهمة لمعالجة الموضوع.

Maritime piracy appeared in the Horn of Africa due to regional and international implications associated with the conditions caused by the changes that took place in some countries of the region such as Somalia. This requires the need to enhance opportunities to combat pirate’s activities and to drain the sources of their financial resources. In addition to punishing the pirates and bringing them to courts in order to eliminate this phenomenon and achieve maritime security and the flow of world trade with ease. The research aimed to identify the reality of maritime piracy in the Horn of Africa and to recognize its various implications on the Arab region. The research included four themes. The first discussed the nature of piracy in the Horn of Africa. The second theme dealt with the historical basis of the security implications of piracy in the Horn of Africa. The third theme dealt with the reality of the security implications of maritime piracy in the Horn of Africa on the Arab region. While the fourth theme addressed the regional and international situation on maritime piracy in the Horn of Africa. The researcher used the analytical descriptive method and the method of systems analysis in order to follow the subject of the research in terms of description and analysis. Also, the research depended on various tools and sources to support its content in terms of data and analysis to benefit from them in linking the main themes and reach a conclusion with the most prominent findings. Moreover, the research included significant recommendations to address this subject.
