المستخلص: أصبح الحصول على المعلومات بموجب دستور 2011 حقا دستوريا منصوص عليه في الفصل 27 منه، بحيث جاء في فقرته الأولى بأنه "للمواطنات والمواطنين حق الحصول على المعلومات الموجودة في حوزة الإدارة العمومية، والمؤسسات المنتخبة، والهيئات المكلفة بمهام المرفق العام..."، إذ أصبح من اللازم على كل المسؤولين بالإدارات العمومية تسهيل حصول كل المواطنين على المعلومات وتوفيرها لهم. وهذا من شأنه أن يضع قطيعة مع السرية والتكتم، فالمعلومة يجب أن تكون متاحة ومتوفرة لكل من يطلبها.
