المستخلص: تعد الميزانية العامة الوثيقة الأهم في علاقة المواطنين بالسلطة الحكومية للدولة فهي أداة مالية واقتصادية وظيفية وتدخلية، من خلالها وبواسطتها تعمل الحكومة على تحقيق التوازنات الاقتصادية، الاجتماعية والمجالية، وتلبية الحاجيات العامة للمواطنين في مجال الأمن والإدارة والعدالة والصحة والتعليم (...) فحولها تتمحور كافة أنشطة وبرامج المصالح الحكومية والإدارية، وفي ظل تصاعد الاهتمام العالمي بالحق في الحصول على المعلومة وتداولها واعتباره حقا أصيلا للمواطنين في علاقتهم بالسلطة الحكومية، وتصاعد نداءات مشاركة المواطنين في تدبير الشأن العام جاءت الدعوة من أجل انفتاح الميزانيات العامة والذي يعرف بكونه عملية جعل الميزانية العامة شفّافة وقابلة لإشراك مختلف قطاعات المجتمع في جميع مراحلها.
