The study showed the international interest in preserving the environment free from pollution, enacted environmental regulations and concluded international agreements concerned with the preservation of the environment, and came in a preliminary discussion on what is the responsibility of the international air pollution and trans boundary, The first paper deals with the statement of national regulations and international conventions related to environmental affairs, the second paper on the international responsibility for the polluted trans boundary air and the third research on the responsibility of the civil state for its polluted trans boundary air, following a descriptive inductive approach. The study concluded with the most important results: Emphasis on the fact that international efforts are effective in the field of environmental protection from pollution and that national legislation and international conventions play a prominent role in protecting the environment from environmental damage and demonstrating the effectiveness of the international responsibility system in reducing the high rates of trans boundary air pollution damage. The study recommended that international persons should be urged to conclude many international conventions, hold international conferences to raise awareness of environmental conservation and seriousness of international cooperation with international organizations concerned with monitoring air pollutants and work to adhere to international environmental standards and standards and urge States to use clean and non-polluting energy sources A specialized international judiciary that supports environmental protection efforts and devotes effective international cooperation in this field.
