المستخلص: يعد صانعي السياسة من أهم دعائم صنع السياسة التعليمية، ويقع على عاتقهم وضع الخطوط الإرشادية للتعليم، والعمل الدائم على تطوير التعليم وتحسينه، ويؤثر اختيار صانعو السياسة في صحة السياسة التعليمية وجودتها، ومن ثم ينبغي توافر الأمانة والكفاءة في اختيارهم، ومن ثم فلابد من التدقيق في عملية اختيار صانعي السياسة التعليمية، وتحديد المقومات التي يجب توافرها فيهم، وطرق وأساليب اختيارهم، فضلاً عن تحديد معايير عملية الاختيار، والأسس التي ينبغي مراعاتها، والعوامل المؤثرة فيها، كما يحدث في عدد من الدول المتقدمة. وعلى الرغم من أهمية الاختيار المدقق لجهات صنع السياسة التعليمية، وانطلاقاً من ضرورة وضع الفرد المناسب في المكان المناسب، إلا أنه من خلال استقراء الواقع التعليمي في مصر، نجد أن هناك عدد من أوجه القصور المتعلقة بعملية اختيار صانعي السياسة التعليمية، الأمر الذي يترتب عليه كثير من المشكلات التي تؤثر سلباً على أداء النظام التعليمي، وعليه، يتطلب الأمر إعادة النظر في عملية اختيار صانعي السياسة التعليمية في مصر. وبناءً على سبق تهدف الدراسة إلى التعرف على اختيار صانعي السياسة التعليمية في بعض النظم التعليمية المعاصرة، وتحديد المقومات التي ينبغي أن تتوافر في صانعي السياسات التعليمية، فضلاً عن معرفة الجوانب المتعلقة بعملية الاختيار من حيث المبادئ، والمعايير، والطرق، والأساليب المستخدمة في عملية الاختيار، وذلك لمعرفة الأطراف التي ستشارك في صنع السياسة التعليمية، وكيف يتم اختيارها، وكيف تتم عملية اختيار صانعي السياسات التعليمية في مصر، بغية التوصل إلى مجموعة من الإجراءات المقترحة التي من شأنها تطوير عملية اختيار صانعي السياسة التعليمية في مصر.

Policymakers are among the most important pillars of educational policy making, It is their responsibility to set guidelines for education, and permanent work to develop and improve education, and the choice of policy makers affects the validity and quality of educational policy, Hence, there should be honesty and competence in those who will be chosen, and then the process of selecting educational policy makers must be scrutinized, and determining the ingredients that must be available to them, and the methods and methods of their selection., In addition to specifying the criteria for the selection process, the foundations to be considered, and the factors affecting them, as happens in a number of developed countries. Despite the importance of careful selection of educational policymaking bodies, and based on the necessity of placing the right individual in the right place, However, by extrapolating the educational reality in Egypt, we find that there are a number of deficiencies related to the process of selecting educational policy makers, Which leads to many problems that negatively affect the performance of the educational system, and accordingly, it is necessary to review the process of selecting educational policy makers in Egypt. Based on the foregoing, the study aims to identify the choice of educational policy makers in some contemporary educational systems, and to determine the elements that should be available in educational policy makers, As well as knowing the aspects related to the selection process in terms of principles, standards, methods, and methods used in the selection process, This is to know the parties that will participate in making educational policy, how they are chosen, and how the selection process for educational policy makers in Egypt is made with a view to arriving at a set of proposed measures that will develop the process of selecting educational policy makers in Egypt.
