المستخلص: يمثل اختيار العوامل المؤدية إلى تميز أداء المؤسسة في أعمالها مسألة قرار استراتيجي متعدد المعايير كميا ونوعيا، لما له من الأثر على وضعية المؤسسة الاستراتيجية من جهة، على تميزها من جهة أخرى؛ ويندرج هذا البحث في اقتراح طريقة ترتيب الأفضليات عن طريق التشابه مع الحل المثالي والمعروفة بTOPSIS الضبابية، والي تحدد فيها معايير اختيار العوامل المؤدية إلى التميز في أداء المؤسسات، يقدم فيها الخبراء تصنيفات لغوية للبدائل المحتملة مقابل المعايير المحددة. وقد قمنا بتطبيق ناجح لطريقة (TOPSIS) الضبابية لاختيار العوامل المؤدية إلى تميز أداء المؤسسة، بإجراء مقابلة مع خبراء لخمس مؤسسات جزائرية شاركت في جائزة الجزائر للجودة، حددنا من خلالها معايير تميز تلك المؤسسات (الجودة، القيادة، التحفيز)، وخلصت النتائج إلى اختيار البديل الأعلى درجة، حيث تبين ترتيب تلك البدائل حسب أهميتها لتحقيق التميز، حيث رتبت مرتبة كالتالي: الاستماع للزبائن في الدرجة الأولى، تليه الاستراتيجية مع التحكم وقياس وتحسين الجودة، وأخيرا مشاركة الموظفين.

The choice of factors leading to the organization’s performance is a multi-standard strategic quantitative and qualitative decision, because it has an impact on their strategic position and excellence. We suggested in this research the fuzzy multi standard method in which criteria of selection of factors leading to the excellence are determined, and experts provide language sets for potential alternatives towards specific criteria. In this research, we successfully applied the Fuzzy TOPSIS technique, by interviewing experts from five Algerian institutions that participated in the Algeria Quality Award, by identifying the best alternatives: Listening to customers, strategy, control, measuring and improving quality, and finally employee participation, through three criteria of quality, Leadership and motivation factors.

Le choix des facteurs menant au rendement de l’organisation est une décision quantitative et qualitative stratégique à normes multiples, parce qu’il a unimpact sur leur position stratégique et leur excellence. Dans le cadre de cette recherche, nous avons proposé une méthode multinormes floue selon laquelle les critères de sélection des facteurs menant à l’excellence sont déterminés, et les experts fournissent des classifications de langage pour les alternatives potentielles à des critères spécifiques. Dans cette recherche, nous avons appliqué avec succès la technique TOPSIS floue, en interviewant des experts de cinq institutions algériennes qui ont participé au Prix de Qualité Algérie, en identifiant les meilleures alternatives: Écouter les clients, stratégie, contrôle, mesure et amélioration de la qualité, et enfin participation des employés, par le biais de trois critères de qualité, Leadership.
