520 |a تعتبر التركيبة السكانية والتغيرات الديموغرافية من أهم العوامل المؤثرة على توازن واستدامة أنظمة التقاعد والتأمينات الاجتماعية، ونظام التأمينات الاجتماعية في سلطنة عمان ليس بمنأى عن تأثير هذه العوامل.\nومن أجل تحقيق أهداف هذا البحث واختبار فرضياته، فقد استخدمت الباحثة المنهج التحليلي الوصفي والكمي لتتبع التغيرات الديموغرافية للسكان في المجتمع العماني والوضع المالي لصندوق التأمينات الاجتماعية، ومن ثم تم اختبار العلاقة بين المتغيرات الديموغرافية ومعدل الإعالة الاقتصادي-مقياس الوضع المالي للصندوق-لنظام التأمينات الاجتماعية للفترة 2005م-2016م وذلك باستخدام نموذج الانحدار المتعدد.\nبينت نتائج البحث أن الوضع المالي لصندوق الهيئة العامة للتأمينات الاجتماعية المالية في سلطنة عمان قوي، بحيث أثبت قدرته خلال الخمسة وعشرين عاما الماضية على تحمل التكاليف من ناحية والكفاية من ناحية أخرى، والدليل على ذلك أن أقل من 30% من إيرادات الاشتراكات الشهرية تستخدم سنويا لتغطية إجمالي المصروفات.\nدلت نتائج الاختبار التطبيقي إلى وجود ارتباط قوي بين المتغيرات الديموغرافية وأداء الصندوق، وبالتحديد وجدت علاقة عكسية قوية بين معدلي الخصوبة والوفيات الخام ومعدل الإعالة الاقتصادي. بينما وجدت علاقة إيجابية قوية بين نسبة الشباب العمانيون للفئة العمرية بين 15 سنة إلى أقل من 60 سنة ومعدل الإعالة الاقتصادي.\nوبما أن التحليل الوصفي للتغيرات الديموغرافية للمجتمع العماني بين أن ثمة انخفاض في معدلي الخصوبة والوفيات ومعدل الإعالة الديموغرافي-قلة نسبة المسنين وزيادة نسبة الشباب النشيطين اقتصاديا-، فإن مستوى صندوق التأمينات الاجتماعية لا يزال أعلى من نقطة التوازن بين الاشتراكات المحصلة والمنافع المصروفة وبالتالي لا يوجد تهديد على استمراريته وديمومته على المدى القصدير والمتوسط.\nوأخيرا تمخض عن البحث عدد من التوصيات العملية والعلمية أهمها: الإصلاح الشامل للنظام (Systemic reform)، وعمل دراسة جدوى بشأن اندماج كافة الصناديق التقاعدية العاملة بالسلطنة، وعمل مراجعة وتقييم شامل للسياسة السكانية بالدولة والاستفادة من مرحلة "العائد الديموغرافي" التي تمر بها السلطنة.\n 
520 |f The population structure and demographic changes are among the critical factors affecting the balance and sustainability of retirement and social insurance systems. The social insurance system in the Sultanate of Oman is not immune from the impact of these factors.\nIn order to achieve the goals of this research and test its hypotheses, the researcher used the descriptive, analytical, and quantitative approach to track the demographic changes of the population in Omani society and the financial situation of the Social Insurance Fund. The relationship between demographic variables and the economic dependency rate - the measure of the fund's financial position - for the social insurance system for the period 2005-2016 was then tested using the multiple regression model.\nThe research results show that the financial position of the General Authority of Financial Social Insurance Fund in the Sultanate of Oman is strong. It has proved its ability over the past 25 years to bear costs, on the one hand, and efficiency, on the other hand. This is evidenced by the fact that less than 30% of monthly contribution income is used annually to cover total expenses. \nThe results of the applied test indicated a strong correlation between demographic variables and fund performance. Specifically, there has been a strong inverse relationship between fertility, crude mortality, and economic dependency rate. In comparison, there was a strong positive relationship between the proportion of Omani youth in the 15-under-60 age group and the economic dependency rate.\nSince the descriptive analysis of the demographic changes of Omani society showed that there had been a decrease in fertility, mortality, and demographic dependency rate - a low proportion of older persons and an increase in the proportion of economically active young people, the level of the Social Insurance Fund is still above the balance point between the contributions received and the benefits disbursed and, therefore, there is no threat to its continuity and sustainability in the short and medium-term.\nFinally, the research resulted in a number of practical and scientific recommendations, the most important of which are: (doing) a comprehensive systematic reform, conducting a feasibility study on the integration of all pension funds operating in the Sultanate, having a comprehensive review and evaluation of the country's population policy, and benefiting from the phase of the "demographic dividend" that the Sultanate is going through.\nThis abstract translated by Dar AlMandumah Inc. 2021
