في مرحلة ما بعد عام 2003 شهد العراق تحولات جوهرية على كافة الأصعدة سواء السياسية أو الاقتصادية والقانونية، وفي إطار البحث في الصناعة النفطية فأن هذه المرحلة تطلبت إعادة هيكلية لهذا القطاع الذي يساهم في تكوين الدخل القومي للعراق بنسبة تفوق 95% منذ اكتشافه ولنهاية سنة 2017. إن ما شهده العراق للمدة ما بعد عام 2003 استلزم إعادة هيكلة لهذا القطاع المهم في الاقتصاد العراقي وان تلك الهيكلة تتطلب إمكانيات فنية ومالية ضخمة وتتطلب الاستعانة بالشركات الأجنبية، وهذا ما دفع بوزارة النفط العراقية إلى اللجوء بالعمل بالتراخيص التي تهدف إلى إعادة التأهيل للحقول النفطية وتطوير استثمارها، ومن هنا فقد ظهرت اتجاهات مختلفة أثارت جدلا واختلافا في الرؤى سواء من الناحية السياسية أو الاقتصادية وحتى القانونية منها. And the presence of maneuvering and manipulation by foreign companies to acquire an unfair share of the commercial benefits of their operations, taking advantage of some clauses of the contract that are in their interest, such as the assignment of tenders within their powers to companies of their nationality, which will limit the role of our oil companies and efficient national cadres and turned it into a major contractor and distributed his work The foreign companies are waiting for their profits and will eliminate On the companies of the extractive sector - service companies - as an Iraqi drilling company and the oil projects company, which is basically below the required level because of the technical and administrative negligence that the country is currently undergoing |
