|b This paper presents the evolution of Balanced scorecards. BSC developed since Kaplan and Norton first introduced it to meet the increasing needs of the various organisations especially public sector. The third generation is the last developing stage that makes critical modifications on the main design of BSC. The 3rd generation BSC decreases the number of perspectives from four to two perspective. Moreover, it depends on new tools such as Destination Statement, Strategic Linkage Model (SLM). These changes help public managers to apply BSC successfully in their organisations.
