المستخلص: تعتبر تنمية المناطق الحدودية ذات أهمية كبيرة ومتعددة الأهداف، اجتماعية واقتصادية وأمنية. تتناول الدراسة واقع وجهود السلطات العمومية الاقتصادية في تنمية هذه المناطق وانعكاسها على مكافحة الفقر المادي والفقر غير المادي (الفقر المتعدد الأبعاد) في الفترة 2000 – 2019. توصلت الدراسة إلى أن السياسات الاقتصادية العمومية في هذا المجال (مكافحة الفقر) لم تحقق نتائج كبيرة، وكتوصيات يجب تتضمن السياسات الاقتصادية العامة شقين الأول إجراءات إستعجالية تتضمن تحسين الظروف المعيشية اليومية، والشق الثاني تدابير وبرامج خاصة تهدف إلى التأهيل الاقتصادي المستدام للأقاليم الحدودية على المديين المتوسط والطويل.

The border areas development is of great importance and is multi-objective, social, economic, and security. The study addressed the efforts of the public economic authorities in the development of these areas and their implications for the fight against material poverty and non-material poverty (multidimensional poverty) in 2000-2019. The study concluded that public economic policies in this field (fighting poverty) have not achieved satisfactory results. As for recommendations, the public economic policies should include urgent measures that include improving living conditions as the first step. The second is to approved special measures and programs for the sustained economic rehabilitation of border regions in the medium and long-term.

le développement des zones frontalières est d'une grande importance, économique social, et sécuritaire. Cette étude analyse les politiques publics économiques dans le développement de ces régions, et leur impact sur la lutte contre la pauvreté matérielle et non matérielle entre l'an 2000 et 2019. On a conclu que ces politiques n'avaient pas abouti des résultats satisfaisants dans ce domaine. À titre de recommandations, ces politiques devraient inclure deux volets, le premier étant des mesures urgentes qui comprennent l’amélioration des conditions de vie quotidiennes, et le deuxième, des mesures et des programmes économiques spéciaux visant à la réhabilitation économique durable des régions frontalières à moyen et à long terme.
