المستخلص: يعد النفط من الموارد الاقتصادية التي لها أهمية كبيرة، فهو سلعة ذات مستوي استراتيجي مؤثر للدول المنتجة والمصدرة بشكل عام ولليبيا بشكل خاص فهو وسيلة مهمة لتحقيق النمو الاقتصادي بما يحتويه من مكونات تساعد على التنمية فيعد مصدر مهم للعائدات المالية اللازمة لتنفيذ عملية التنمية الاقتصادية في جميع القطاعات الإنتاجية، وبالتالي يرتبط ارتباطا وثيقا بتطور صناعة النفط وهو اهم طاقة في مجال النشاط الاقتصادي، ولأجل الحفاظ على هذه الطاقة المهمة في تنشيط وادامة اقتصاديات الدول العالمية، عملت خمسة دول في بغداد على إنشاء منظمة اوبك في أيلول ١٩٦٠ وهي العراق والكويت وإيران والمملكة العربية السعودية وفنزويلا، بهدف ضمان حصص الإنتاج الفردي والجماعي والحفاظ على سعر النفط في السوق الدولية وبهذا انضمت ليبيا إلى منظمة اوبك في نيسان ١٩٦٢، وبما ان الاقتصاد الليبي هو اقتصاد ريعي يعتمد في تمويله على النفط فانه يؤثر بشكل كبير على اقتصادها، وقد أدى انضمام ليبيا إلى منظمة الاوبك إلى تغيرات كبيرة في سياستها النفطية لأنها بدأت بالدخول إلى عالم الإنتاج والتصدير وقد شكل هذا العام نقطة تحول مهمة في التنمية الاقتصادية الليبية، وقد ازدادت أهمية النفط في الاقتصاد الليبي بعد ثورة ايلول ١٩٦٩. التي شهدت بداية العهد الجمهوري مع وصول العقيد معمر القذافي للحكم وقد كان لهذه الثورة أثر بارز في سياسة منظمة اوبك في السبعينات.

Oil is one of the Economic Resources that have great importance, as it is a commodity with a direct impact in shaping the economic scene, as it is of strategic importance to the producing and exporting countries in general, and to Libya in particular, so oil is an important means to achieve economic growth, because it has the ingredients that greatly help in developing Because it is an important source of financial returns necessary to carry out the process of economic development in all of its productive sectors. Thus, economic growth is closely related to the development of the oil industry, it is the most important energy in the course of economic activity, and in order to ensure maximum benefit. This important energy in activating and sustaining the economies of the world's oil-renting countries, resources that were not among the active players in the industrial field. Five countries in September 1960 in Baghdad, Iraq, Kuwait, Iran, Saudi Arabia and Venezuela, established the Organization of Petroleum Exporting Countries (OPEC), with the aim of ensuring quotas Individual and collective production and maintaining its price in the international market. In the face of this guarantee, Libya joined OPEC in 1962, and since the Libyan economy is a rentier economy that depends on its financing on a natural, enforceable source, it has an impact on its economy, Libya’s entry into the Organization of Petroleum Exporting Countries OPEC in April 1962 led to changes in its oil policy. This year marked an important turning point in Libya’s economic development because it entered the world of production and export, The importance of oil has increased in strengthening the economy of the Libyan , by the revolution of September 1, 1969, to mark the beginning of the Republic’s era with the arrival of the contract Muammar Gaddafi to power, and this revolution had a prominent impact in shaping OPEC’s policy in The seventies.
