المستخلص: تسعى الجزائر وهي في مرحلة اقتصادية تتميز بالدينامية الفعالة المدعومة بإرادة سياسية واضحة، إلى إرساء استراتيجية صناعية صلبة بالتركيز على الهياكل الأساسية للتنمية الاقتصادية التي تستهدف القطاعات الصناعية. ومدينة بسكرة من المدن الصحراوية التي استفادت من قاعدة صناعية عبر المخطط الرباعي الثاني (74-77) حيث برزت بها الوحدات الأولى الصناعية شمال المدينة، ثم عرفت بعد ذلك قفزة نوعية مع ظهور وحدات أخرى هامة من حيث الطاقة وحجم الطبقة الشغيلة، كوحدة إنتاج الكوابل، موضوع دراستنا هذه. الدراسة اعتمدت على التحقيق الميداني بجمع البيانات عن طرق استمارة مقابلة لفئة الإطارات والمنفذين. وقد أظهرت عدة نتائج منها ما يرتبط بالفرضية الرئيسية، التي ينعدم تحقيقها، ومن أجمل المساهمة الفعلية لاستراتيجية الحد من التلوث الصناعي، فبتحقيق التنمية الصناعية المستدامة في مدينة بسكرة.

Algeria aims to build an industrial strategy by focusing on the infrastructure especially in industry and Biskra City has benefited from the establishment of an industrial base, where the first industrial units emerged north of the city in terms of energy and the size of the working class, as a unit of cable production, which is the subject of our study. In order to test the hypotheses of the study based on the field investigation and data collection through interview forms to the executives of the state. The study has showed several results and proved the lack of an effective contribution to the strategy of the industrial pollution’s reduction in achieving sustainable industrial development in Biskra city.

La ville de Biskra est l’une des villes sahariennes qui a bénéficié de l’établissement d’une base industrielle. L’une de ces unités industrielles et l’Unité de Production des Câbles qui représente l’objet de la présente étude. Pour tester les hypothèses de cette présente étude, nous avons procédé à une enquête sur le terrain. Les données sont collectées à travers un formulaire d’interview, choisi de manière aléatoire. L’étude a abouti à de nombreux résultats, dont quelques-uns portent sur l’hypothèse principale. Cette dernières n’a pas été validée puisque l’étude a également démontré, l’absence d’une réelle contribution dans la stratégie de limitation de la pollution industrielle en vue de mettre sur pied un développement industriel durable dans la ville de Biskra.
